The position is responsible for planning, organizing, and controlling multiple, varying assignments necessary to meet the outcomes and mission of the Aviation Safety (AVS) Organization Designation Authorization (ODA) Office. Special projects and teams are established in the ODA Office to focus on overseeing the ODA Program across AVS and operationalizing of the ODA Office.
Duties
Work involves interaction with FAA employees and contract support staff and requires interaction with multiple stakeholders internally across AVS as well as externally with industry. Works in a team environment and must effectively collaborate, cooperate, and coordinate to meet program and project goals. Ensures open and effective communication, cooperation, and coordination with internal and external stakeholders. Assignments frequently require knowledge and experience working across functional and/or organizational lines.
Applies experience and comprehensive knowledge of systems oversight as it relates to production and/or maintenance systems. Draws from experience in applying systems thinking to the below responsibilities as well as a broad level of experience and expert knowledge to identify, interpret, and apply guidance, policy, and regulations to assigned work or projects. Typical assignments include:
- Providing guidance to less experienced employees.
- Leading large project teams.
- Leading project meetings and periodic reviews, involving a wide variety of stakeholders.
- Preparing accurate and timely status reports.
- Defining and developing internal AVS ODA Office policies, governance, and procedures.
- Collaborating with AVS policy offices and other stakeholders to develop recommendations for new policies, procedures, and approaches that take into consideration FAA policies, government-wide rules, regulations, and external concerns.
Work contributes to the objectives of the employing organization, the system-wide efficiency and effectiveness of domestic or international civil aviation inspection programs, and the safety of civil aviation.
Collaborates directly with internal and external stakeholders to promote continuous improvement and effective utilization of the AVS ODA Program through recommendations that affect policy, training, communication, data management, system oversight, performance management, and safety. Promotes consistency of FAA audit functions across AVS under the ODA Program through evaluation of ODA holder oversight data and risk-based decision making, development of performance measures, and analyzing of data to evaluate the effectiveness of the ODA Office and the ODA Program as it relates to safety. Defines deliverables, resolves complex problems and issues, and establishes realistic schedules and milestones. Formulates, defends, and executes project budgets and schedules.
Serves as a Program Manager in the AVS ODA office who plays a key role in evaluating overall ODA program performance (ODA holder and FAA oversight organization) and in the resolution of disputes that could be wide-ranging in nature. Includes the development of recommendations on programs or issues based on the examination of situations or issues while considering the perspectives of all stakeholders. These situations would likely involve senior and/or executive meeting support or participation.
Contacts are internal and external to the agency. The inspector often represents the agency as a senior point of contact for policy development, inspection activities, or as a technical trainer/instructor delivering formal training. Works with the AVS ODA Office Manager and/or management team members across AVS in the development, implementation, and administration of policies, systems, and key management tools needed to manage and control the ODA Program at the national level.
Signs office correspondence and reports ensuring that all actions and/or program reporting requirements assigned to the office are completed within defined schedules.
May serve as the focal point for programs such as Quality Management Systems and Oversee System Performance. Applies experience and comprehensive knowledge when evaluating stakeholder compliance to ODA Program requirements. Supports or may provide input in the planning, organizing, and evaluation of oversight programs for delegated organizations. Applies risk management in planning.
