Job Description:
POSITION SUMMARY:  The Contracts Specialist reports to the Director of Program Management (DPM).  Responsibilities include being the trusted advisor to organize, oversee, administer, and advise on all contracts and actions within the business unit; oversee contract management and administration from inception through completion; assists DPM in departmental responsibilities; operates in compliance with company safety practices and performs other duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Acts as a key business advisor to the DPM.
  2. Manages contract administration staff and provides guidance in areas of responsibility.
  3. Review and analyze RFP’s, analyze contract risks, interpret terms and conditions, provide technical guidance on fulfillment issues, pricing schedule details and coordination of requirements.
  4. Oversees moderate to complex proposal preparation.  Responsible for preparing all proposal pricing, documentation for audit, and coordination of department/management approvals in accordance with company policy.
  5. Oversees contract administration and negotiations in accordance with company policies, applicable laws, customer requirements and sound business judgment.
  6. Directs the analysis of contracts and past operations, trends and costs, estimated and realized revenues, administrative commitments, and obligations incurred.
  7. Directs the review of bids from other firms for conformity to contract requirements and determines acceptable bids.
  8. Collaborates with other business unit peers and counsel to garner support for the business unit by defining business and contracting strategy
  9. Works with organization peers within the business unit to plan business objectives, to develop organizational policies related to contract administration, and to coordinate the contract administration function.
  10. Develops, directs or is directly involved in price, cost, and contract term negotiations with customer or bidder.
  11. Provides input and oversight of teaming agreements and major subcontract strategies.
  12. Ensures compliance with applicable Government and company guidance and polices.
  13. Advises management regarding contractual rights, obligations, and other contractual matters, such as effective use of resources and legal issues.
  14. Directs activities concerned with amendments to or extensions of contracts.
  15. Management of contract and purchase order reviews/approvals in accordance with company policies and customer requirements.
  16. Prepare a variety of reports for distribution to the customer and management (weekly, monthly, comparison); advise management of contractual rights and obligations; compile and analyze data, and maintain historical data.
  17. Responsible for compliance with all contractual reporting; monthly, quarterly, yearly.  Such as Program Reports, Estimate at Completion Reporting, Financial Reporting, Funding Notifications, Small Business Subcontract Reporting, and Manpower Reporting.
  18. Work with management and CFO for timely conclusion of contract matters and resolution of issues and responds to contract inquiries and resolve all contract-related issues.
  19. Oversees the coordination and negotiation of agreements, subcontracts, non-disclosure agreements and other agreements as required.  Responsible for tracking and logging of all company agreements in shared database.
  20. Manage the complete work order process for all related contracts.  To include maintaining work orders in the job cost system, daily monitoring, posting of labor, travel, and other materials/services as required, and monthly review for contractual compliance and closing for billing purposes.
  21. Process all contract billings / invoicing through customer and government electronic operating systems, prepare and provide all necessary costing reports at submission, and monitor payment processing.
  22. Participate in finance / accounting responsibilities including CFO requests, internal and/or external auditing, customer cost analysis, and DCAA (government) audits; invoicing, accounts receivable and accounts payable support to ensure accuracy of related processes.
  23. Enroll employees and maintain status of customer related system accounts required for programs. (Boeing: Supplier portal and authority, BEMSID, MES, etc.)
  24. Develop and maintain effective customer relations, both internal and external.
  25. Review and maintain familiarization of all contract types, cost proposal elements, industry practices, FAR, DFARS, CDRL’s, ITAR, and other federal acquisition regulations
  26. Coordinate all travel arrangements for department programs and prepare related expense reports.
  27. Provide office management and administrative support to all levels of management and staff.
  28. Provide Contractual guidance and expertise to other departments as required.
  29. Assists in the preparation of and distribution of Department Budgets, Forecasts, and Monthly Operating Reports.

SKILLS AND EXPERIENCE
 
  1. Bachelor’s Degree in the field of contract management or business-related field or experience in lieu of education is required.
  2. Three years of experience in a contract related position is required.
  3. Must be a Leader and Team Builder.
  4. Deep knowledge of the FAR/DFAR’s. 
  5. Must have strong negotiation skills.
  6. Must have five to seven years of experience in the Aerospace and Defense Industry.
  7. Extensive experience in dealing with the US Government, OEMs, Prime contractors etc.
  8. Excellent analytical skills and business acumen.
  9. Must be organized and results driven.
  10. Must be able to promote teamwork and accountability when reviewing contracts.
  11. Must be able to multi-task under pressure in a deadline driven environment.
  12. Must have strong attention to detail; have excellent organizational and  time management skills
  13. Must be able to focus on key tasks, prioritize duties, and manage multiple priorities.
  14. Excellent oral and written skills are required.
  15. Must have the ability to coordinate or conduct meetings with personnel, managers, customers and vendors.
  16. Must be proficient in Microsoft Office programs, with strong emphasis on Excel.
Physical Requirements:  This position requires the ability to work in seated or standing positions for prolonged periods of time, perform office and clerical duties including use of office tools.

Working Environment:  The working environment is corporate office facility and shop floor.  Daily contact with employees in other departments is required.
