Job Description:

The Program Specialist serves as a team leader and advisor, for the UAS Integration Office. Responsible for planning, coordinating, and executing Program-related activities for the UAS Integration Office.

Duties

The Program Specialist is a recognized subject matter expert and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Acts as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Applies experience and expert knowledge of administrative and program processes and procedures necessary to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Ensure that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the teams strategies, goals, objectives, work plans and work products and services. Has a share responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

Interprets and applies laws, policies, and regulations, which governs one or more programs in order to answer questions, provide advice and guidance to others, and solve problems. Applies change management techniques to complex organizational change initiatives, to include impact analysis, communications planning, change readiness assessment, and project planning. Develops change management and business process improvement methodologies to achieve greater efficiencies and effectiveness and to fulfill program objectives. Participates in the work of the program to compiles and analyzes program data use in providing feedback to management and aiding in management decision-making. Participates in and leads the work of the program, which includes monitoring work flow; and reviewing and evaluating work products, methods and procedures.

Serves as a team leader in leading the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensures that all team members are aware of and participate in planning for achievement of team goals and objectives. Formulates and recommends to senior management positions on major projects/ policies/issues.

Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Experience includes:Experience applying change management techniques to organizational change initiatives, including the impact analysis, communications planning, change readiness assessment, and project planning. Experience researching, analyzing and compiling data into reports for management decision-making.
