Job Description:

This position is located in the Organizational Guidance & Planning Team, AJV-A340. The Incumbent is responsible for analysis, development, and implementation of operational projects and studies of major significance to the Directorates programs. Serves as an advisor and principal assistant on a wide range of personnel matters, including performance management, awards, and various HR-related administrative functions.



Duties


Acts as a liaison between HR and the Directorate to monitor and track personnel actions, ensuring compliance with HRPM policies and the collective bargaining agreements. Provides position management consultation by monitoring hiring activities and staffing levels to meet organizational targets.

Provides comprehensive customer service support to the Directorate on all human resources liaison functions. Assists management with position management, classification, recruitment and staffing, workforce planning, performance management, awards, and time and attendance administration. Identifies and recommends solutions to complex administrative and personnel problems and coordinates with Human Resource Specialists to ensure timely and accurate processing of personnel actions.

Performs diverse assignments under the minimal direction of a manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Typical assignments may include providing guidance to less-experienced professionals; leading small project/program teams; designing and recommending solutions to complex problems; preparing and reviewing management reports and/or contractual documents; and developing and recommending improvements to systems and/or processes to improve operational efficiency.

Conducts research and analysis of administrative functions and HR policies to ensure compliance with FAA/ATO, OPM regulations. Provides accurate advice and guidance on HR matters, ensuring all personnel actions align with established policies and procedures. Independently resolves personnel and work issues by interpreting policies and applying best practices. Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Engages in active communication to support decision-making and continuous learning. Participates in HR and other focus groups to offer and/or receive policy guidance and recommend improvements to administrative processes.

Contacts are internal and external. Acts as a point of contact to provide advice and guidance on the application of policies and procedures. Participates in ATO/FAA-Wide focus groups, providing policy guidance, advice, and recommendations to improve and/or enhance administrative processes and procedures. Called upon to communicate FAA positions on policies and procedures internally and externally. Serves as a point of contact for ensuring Interview Guides are tailored to meet organizational needs. Develops valid, job-relevant, competency-based Interview Guides for the Directorates hiring managers that support the FAA Structured Interviewing Program and internal strategic initiatives.

Communicates with internal and external stakeholders, including management, employees, and other officials, to gather information, resolve issues, reconcile differences, and provide program direction. Delivers briefings and presentations on various topics and prepares management reports to support administrative activities.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. This position reports directly to the Team Manager.

Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SOs and may affect the objectives of the FAA.

May perform other duties as assigned.

Qualifications

To qualify at the FV-I (FG/GS-13) level, you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to the FV-H (FG/GS-12) level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes: Experience problem solving, researching, analyzing, and interpreting laws, regulations, guidelines, and procedures related to the various functions; Providing comprehensive customer service support on human resources liaison functions, including position management, classification, recruitment and staffing, and workforce planning.
