Position Overview:

Join the Contracting team in beautiful Goleta / Santa Barbara California! Raytheon Electronic Warfare Systems has an exciting opportunity for a Principal Specialist, Contracts, responsible for supporting the capture and execution of a variety of contracts within our Emerging Programs portfolio.

The Emerging Programs portfolio includes Development, EMD, Production, and Sustainment contracts, so there is always something new to learn. Contract types include both Cost and Fixed type Incentive Contracts, Other Transaction Agreements (OTA), IDIQ’s, and includes multiple USG and Prime Customers.

You will be responsible for interfacing with USG agencies in the procurement and execution process as well as other partners including other Raytheon locations, Consortiums, and other DoD Prime Contractors. You will proactively engage with program teams and customers to ensure that the program is always executing within its contract requirements (including cost objectives, schedule requirements for deliverables, terms and conditions, and statement of work requirements).

The ability to use sound business acumen and program knowledge to understand program performance, provide guidance, recommendations, and influence outcomes to achieve desired results is important.

This role requires the skill to recognize contractual issues early in program performance in order to develop recommendations to implement solutions, carry them to completion, while exercising good judgement with minimal supervision.

What You Will Do:

  • Interface with customers for correspondence, contractual changes and contractual issues.
  • Provide advice/guidance on contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes.
  • Partner with Program and cross functional team members to develop creative solutions and resolve issues to construct, submit and negotiate pricing proposals; ensure that negotiated terms and conditions comply with company policies; advise management of contractual rights and obligations and possible mitigation of contractual/program risks.
  • Build relationships with and regular communication with key leaders both internally and externally.
  • Analyze Request for Proposals (RFP), proposal reviews and coordination, contract negotiation, estimate at completion (EAC) reviews, support program management and execution reviews and general contract administration.
  • Maintain and drive a robust change management process across the portfolio in order to recognize and eliminate ambiguities or unauthorized changes that could result in cost overruns, delivery and performance problems, and/or schedule delays in this development program.
  • Develop and implement strategies to deal with complex issues that require detailed information gathering, analysis and investigation.
  • Assess contracting risks and make recommendations based on a thorough analysis of all factors involved in a business situation.

Qualifications You Must Have:

  • Typically requires a Bachelor’s degree in Business, Finance, or a related field and 5 years of prior relevant experience OR an Advanced degree and 3 years of relevant experience
  • Experience in Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS), and equivalent U.S. Government regulations
  • Contracts Negotiation or similar sales and negotiation experience
  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer:

  • Experience in change management, requests for equitable adjustments (REAs), engineering
  • Change proposals (ECPs), dispute resolution and negotiations
  • Experience with various contract types
  • Ability to interpret, comply, and advise on company policies and procedures
  • Good problem-solving skills, excellent interpersonal skills, and excellent written and verbal communication skills
  • High level of proficiency with MS Office applications
  • Ability to work independently with limited oversight
  • Advanced Degrees such as MBA or Juris Doctor

The salary range for this role is 85,000 USD - 179,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
