Job Description:

As a Program Specialist in the Strategic Planning and Financial Services Division (AFB-200), Systems Tools and Information Management Branch (AFB-260), the specialist assists in the management, planning and evaluation of the national Flight Standards Service (FS) web and Knowledge Services Network (KSN) content program strategies, goals, and objectives.

Duties

The Program Specialist participates in tasks pertaining to FS’s web and KSN content including the development of policy and guidance to ensure the program is clearly defined, implemented, verified, and maintained in alignment with customer needs and the Office of Aviation Safety (AVS) and agency policies. Develops policies pertaining to FS SharePoint governance and web development for the FS Service. The governance document provides SharePoint guidance to the FS site collection administrators. Policies are reviewed by the site collection administrators and guidance is approved by the Office of Information and Technology Services and the manager of AFB-260.

Provides day-to-day technical management and oversight of the FS web and KSN programs including content review, development, implementation, integration, maintenance, and design consultation.

Communicates and provides guidance to FS web and KSN points of contact (POCs) and division management regarding policy changes, technical and general issues, technology updates, training needs, and content compliance issues.

Serves as a team lead when conducting complex and controversial studies that result in authoritative recommendations to improve and/or standardize FS’s web and KSN presence. Studies typically impact all of FS and may impact AVS or the entire agency. Promotes FS’s recommendations, best practices, ideas, and concerns to FS personnel.

Provides guidance and influence to team members regarding policy shifts, technical and general issues, technology updates, training needs, and the future direction of FS’s web and KSN content management. Maintains web and KSN POC lists and facilitates meetings.

Updates and maintains knowledge of technologies, concepts, processes, and best practices of new or evolving web and KSN content management and site development practices.

Represents the organization in discussions, meetings, and briefings with internal organizations such as, FS and AVS offices, other lines of business and staff offices, contract staff and federal agencies concerning the FS web and KSN program planning, documentation, performance measurement systems, procedures, and processes. Prepares documentation and reports within areas of responsibilities.

Works with managers, employees, and other line of business staff to assist in the management of the FS web and KSN programs.

Performs other duties as assigned.

Qualifications

To qualify at the FG/GS-13 level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FG/GS-12 or FV-H level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully in the duties of the position.

Specialized experience:

  • Describe your experience in web development and SharePoint design and administration in order to analyze, evaluate, provide guidance and develop policy.
  • Comprehensive knowledge of a wide range of concepts, principles and practices, analytical and evaluation techniques, tools and procedures in order to assess the effectiveness of the we development and SharePoint programs.

Salary Range: $75,305 - $116,712
