Spectrolab, Inc., a wholly owned subsidiary of The Boeing Company, is seeking a highly-motivated Proposal Product Analyst to join our Proposal Management team based in Sylmar, CA.

As a member of our Proposal Management team, you will report directly to the VP of Proposal Management and will interact with a variety of internal stakeholders and external customers to define optimized solutions for programmatic needs and prepare deliverable proposal products within the defined budget and schedule of your assigned proposal campaigns. 

The selected candidate will also be required to attend weekly Proposal Team Status/Strategy and Priority Coordination Meetings to report on status of assigned proposal efforts and will serve as a back-up for running these meetings.  The selected candidate may also be tasked to attend key industry conferences as additional technical support to the business development team for additional booth coverage and coordination of customer meetings.

Our teams are currently hiring for a broad range of experience levels including: Experienced and Senior.

Position Responsibilities:

  • Serve as Capture Team Lead (CTL) for assigned proposal campaigns.
  • Review of customer Requests for Proposal, inclusive of performing design analysis as needed to define solutions using existing technology, and identification of key risks and opportunities for assigned proposals.
    • Higher level candidates with appropriate background knowledge and experience may also be called upon to assist or take on the role of CTL for proposals involving new technology and/or internal capability development/capital expansion.
  • Working with Operations, Engineering, Production Planning and Control (PPC), and Program Management to assess costs, document Basis of Estimates (BOEs,) risks and opportunities for new program designs.
  • Preparing and presenting proposal technical risk reviews, cost input and pricing reviews, and gated proposal approval packages.
  • Coordinating with Engineering as needed to complete accurate and compelling compliance matrices and technical descriptions.
  • Assist as needed in executing improvement initiatives and new product /process qualifications to ensure availability per defined customer need dates.
  • Consult with Engineering and provide technical support to BD team as needed on questions related to current product capability. 
    • Candidates with more knowledge and experience may also be called upon to support customer engagement on new technology development and emerging strategic needs.
  • Actively participate in the Contract Review and Approval process to ensure draft contracts based on proposals for which you were the assigned CTL accurately reflect the stated proposal assumptions and ground rules, with no added additional requirements outside the cost basis of the proposal prior to approving for acceptance.

This position is expected to be 100 onsite.  The selected candidate will be required to work onsite at one of the listed location options. This position is located at our manufacturing facility in Sylmar, California.

This position must meet Export Control compliance requirements, therefore a "US Person" as defined by 22 C.F.R. 120.15 “US Person” includes US Citizen, lawful permanent resident, refugee, or asylee.

Basic Qualifications (Required Skills/Experience):

  • A Bachelors and 3 or more years related work experience or an equivalent combination of technical education and experience (obtaining a Masters or PhD)
  • Experience with execution of program planning to ensure cost, schedule and technical baseline requirements are met
  • Experience in writing technical requirements, performing systems analysis and cost estimation analysis
  • 1+ year of experience utilizing analytical skills to support compliance requirements
  • 1+ year of experience interacting with internal and external stakeholders
  • Experience reviewing, analyzing, and understanding contractual documents

Preferred Qualifications (Desired Skills/Experience):

  • 1+ years’ experience evaluating or contributing to financial models for capital, overhead, recurring product, and program support management
  • Familiarity with design optimization for different space environments (Low Earth Orbit (LEO) vs Mid Earth Orbit (MEO) vs Geosynchronous Earth Orbit (GEO) vs Interplanetary/Low Intensity/Low Temperature (LILT), electrostatic cleanliness, Electro-static Discharge (ESD) protection, etc.)
  • Familiarity with gated approach to product & process development and Aerospace industry and/or Federal Aviation Authority (FAA) material and qualification requirements (such as American Institute of Aeronautics and Astronautics (AIAA)-S-111/112, National Aeronautics and Space Administration (NASA)-STD-6016, and/or equivalent European Cooperation for Space Standardization (ECSS) standards, Radio Technical Commission for Aeronautics (RTCA) DO160, etc.)
  • Familiarity with semiconductor wafer growth and processing equipment & techniques
  • Level 3: 3 or more years related work experience or an equivalent combination of education and experience
  • Level 4 & 5: 5 or more years related work experience or an equivalent combination of education and experience

Level 3

Education/experience typically acquired through basic education (e.g. High School diploma/GED) and typically 7 or more years related work experience or an equivalent combination of education and experience (e.g. vocational school/Associate+5 years related work, Bachelor+2 years related work, etc.)

Level 4

Education/experience typically acquired through advanced technical education (e.g. Bachelor) and typically 9 or more years related work experience or an equivalent combination of technical education and experience (e.g. PhD+4 years related work experience, Master+7 years related work experience, 13 years related work experience, etc.).

Level 5

Education/experience typically acquired through advanced technical education (e.g. Bachelor) and typically 14 or more years related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years related work experience, Master+12 years related work experience, 18 years related work experience, etc.).

Relocation

Relocation assistance is not a negotiable benefit for this position. Candidates must live in the immediate area or relocate at their own expense.

Summary pay range (Level 3): Min: $96,050 – Max: $129,950

Summary pay range (Level 4): Min: $124,950 – Max: $169,050

Summary pay range (Level 5): Min: $157,250 – Max: $212,750
