Description:The AIR650x campaign is looking for an emerging technical leader to play a critical role on a high visibility corporate focused international campaign with the Commonwealth of Australia.

As a technical expert on the AIR650x solutions, you will work with International Trade Compliance (ITC) to ensure the AIR650x capture and program execution aligns with US export control policy. Your expertise on these solutions will help shape export policy to keep the program on track for success. This is a rare opportunity to work across Lockheed Martin Business Areas, work with US and foreign customers & interact with all levels of program management. In this role you will gain expertise on different products being integrated for an International IAMD solution. Additionally you will gain a deep understanding of the international regulation and policy. Having these experiences will set you on a career track for Chief Engineer, Program Management, ITC engineering or Corporate Transfer policy.

As the AIR650x Technical Lead for Export Compliance you will be responsible for the following:

Policy
• Maintaining awareness of items subject to Critical Program Information (CPI) policy and assessment in order to support AIR650x programs’ CPI processes
• Perform Critical Technology (CT) assessments of items to be incorporated into technical solution
• Help ensure program compliance with Export regulations by training program engineers on policy approvals, policy limitations and trade license provisos
• Draft and review Export License Language
• Coordinate with technical Subject Matter Experts (SMEs) and Policy SMEs across all business areas contributing to AIR650x solution (e.g., RMS, MFC, Space)
• Over time you may be given the opportunity to brief the US government stakeholders on details of the technical solution in support of policy requests

Technology Transfer Controller (TTC)
• Review technical artifacts for Export compliance and ITC approval
• Define and execute processes for implementing ITC reviews
• Perform individual export TTC reviews & Jurisdiction & Classification (J&C) reviews of LM developed program artifacts & deliverables alongside ITC team
• Work with the ITC team to obtain J&C approvals of third party products
• Support development of program process documents (e.g., Export Control Management Plans (ECMP), Export Work Authorization Assessments (EWAA))
• As Technical SME on all program provisos, adjudicate proviso impacts on planned AIR650x program work
• Author (or review) technical language for proviso reconsiderations for DoD and State Department requests

Regulation
• Develop or contribute to Transportation Plans for classified materials working alongside program, ITC and Security

RMSC6ISR
Basic Qualifications:
• Previous experience supporting an international program and executing export control processes
• Familiarity with United States Munitions List (USML) and International Traffic in Arms Regulation (ITAR) controls
• Familiarity with Commerce Control List (CCL) and Export Administration Regulations (EAR) controls
• Previous C4ISR or IWSS domain knowledge & experience especially in the area of Command & Control, Air Battle Management, Weapon/Combat System, or Air & Missile Defense Systems
• Proven ability to learn new policies and processes
• Proven organizational skills and attention to detail
• Willingness to become certified as a Technology Transfer Controller and Jurisdiction and Classification Specialist
• Active DoD SECRET Clearance
Desired Skills:
• Experience working with Intellectual Property (IP) laws and regulations
• Knowledge of Low Observation (LO)/Counter Low Observable (CLO) United States Government (USG) Policy
• Knowledge of USG CPI Policy and process
• Knowledge of Critical Technology (CT) assessment process and applicability of Horizontal Protection Guide (HPG)
• Knowledge of State Department Export Licensing Process
• Knowledge of International Aegis Policy
• Certified as a TTC and J&C Specialist

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, or Washington is $100,400 - $192,500 . Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidates work experience, education/ training, key skills as well as market and business considerations when extending an offer.

Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.

This position is incentive plan eligible.
