The incumbent serves as a principal technical expert within the Training & Standards Group, AJF-3200. As an Aerospace Engineering Technician expert, the incumbent works as the interoffice focal point, performing work requiring highly complex & challenging technical activities. Develops, administers, & ensures CASS/Reliability successfully monitor, analyze & optimize the performance & effectiveness to ensure compliance with Title 14 of the Code of Federal Regulations.
Duties
Provides authoritative information and leadership on policy and interpretation of regulations for work of broad scope and complexity associated with analyzing, designing, altering, developing, installing, repairing, fabricating, maintaining, and/or evaluating the most complex systems for which the FAA is responsible. ls the main focal point and facilitator of the CASS Review Board meetings and is responsible for the development and distribution of the CASS/Reliability report and presentation.
The incumbent has authority and responsibility to make decisions and recommendations on the airworthiness of agency aircraft. Determines risk factors and the actions required to mitigate potential safety risks for the Aircraft Maintenance Directorate in support of AJF aircraft maintenance programs. Serves as a focal point for maintenance information on aircraft related to achievement of a robust (CASS). Responsible to insure that aircraft reliability, internal and external audit reports, along with ASAP and Safety report findings are used for the surveillance of the performance and effectiveness of the CAMP and to aid in the correction of any deficiencies identified. Communicates objectives to team members, sets priorities, coaches and develops employees; provides recommendations to the supervisor on employee performance, progress and training needs and on conduct/discipline issues and approves short-term leave requests. Incumbent will have access to confidential matters, information and decisions that would affect and/or influence managerial policy that impacts bargaining unit actions.
Applies broad experience and comprehensive technical knowledge of maintenance operations and experience in aircraft mechanical and/or electrical systems to solve new or obscure problems relating to technical, regulatory and procedural matters. Exercises judgment in the selection and application of processes and/or practices to specific problems where precedents are not applicable. Regularly monitors contracts and vendors that provide services and products at the duty location or offsite at the maintenance provider location. Has full authority to make airworthiness determinations when exercising his/her Airframe & Powerplant Certificate or operating under Contracting Officer Representative (COR) authority. In accordance with the 14 CFR 65 Certification: Airmen other flight crewmember Subpart D Mechanics, and Subpart E Repairmen and the Acquisition Management System (AMS). Is considered a technical expert within the AJF for aircraft maintenance activities and must possess an FAA Airframe and Powerplant certificate.
Work directly supports the objectives of the agency and the safe and continual operation of the NAS and/or FAA Flight Program mission activities. Organizes and presents information to others in a clear and concise manner, basing decisions and recommendations on an objective analysis of the facts. Applies a high measure of ability to understand, evaluate, and relate the viewpoints of individuals from both the agency and industry when addressing various aircraft maintenance and regulatory issues.
Contacts are both internal and external. Incumbent works closely with individuals at various levels within the agency and from industry, both nationally and internationally (i.e., Flight Standards District Office, Aircraft Certification Office, etc.). Formulates and recommends organizational positions on major agency activities to senior managers. Represents the organization as a primary technical authority for major projects and programs and other work activities to coordinate and implement plans or to obtain information and resolve problems. Coordinates with other organizations and agencies concerned with FAA activities.
May be physically required to perform heavy lifting and carrying 45 pounds and over, pulling hand over hand, pushing, reaching above shoulder, walking, standing, crawling, and kneeling for extensive periods of time.
