PRIMARY FUNCTION

The Instructional Designer conducts analyses to identify and validate training requirements, document results of analyses, and develop and recommend alternative training strategies for consideration of decision-makers.

ESSENTIAL FUNCTIONS
The Instructional Designer develops training planning data including resource requirements (manpower, personnel, and training), determines follow‑on training recommendations including justification and impact, determines the training considerations that form the basis for functional characteristics of the instructional delivery system, and determines functional characteristics requirements. The Instructional Designer develops testing instruments to pretest learners’ previous learning levels; measure cognitive, psychomotor, and performance accomplishments during formative and summative evaluations; and test achievement at the end of a course of instruction. The Instructional Designer develops testing plans, test administrator’s guide, and a cross-reference list of test items and related learning objectives. The Instructional Designer assists in formative and summative evaluations and in applying the findings for improving training and instruction. The Instructional Designer guides, reviews, and approves the sequence of learning experiences based upon learning psychology, behaviorism, cognition, and information processing. The Instructional Designer plans meetings, prepares agendas, keeps the project team on track, leads discussions, and resolves conflicts.  

Experience or related experience in all phases of instructional system development including planning, coordination, implementation, revision, presentation, and maintenance of training programs; additional experience including current instructional delivery technologies, operational training devices, and interactive courseware systems; leadership of at least one multi-disciplinary training development team; functional understanding of ISD products and services; and a broad understanding of current technical issues and training system design and development trends; proven successful interaction with senior military and Government personnel.

SUPERVISORY RESPONSIBILITIES
May manage other ISDs.   

Job Requirements:
KNOWLEDGE, SKILLS, & ABILITIES:

•    Experience utilizing the Analyze, Design, Develop, Implement, and Evaluate (ADDIE) process in support of training programs
•    Ability to read and interpret DOD documents and program requirements such as operating and troubleshooting instructions, standard operating procedures, and procedure manuals.  
•    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. 
•    Coordinates with Subject Matter Experts and ISDs to conduct information gathering from formal instructional training documents
•    Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
•    Designs and develops script storyboards, lesson specifications, courseware products, instructor-led training, interactive courseware, and all supporting documents
•    Requires the use of judgment to plan, perform; general decisions are made to solve a problem or select a course of action for a standard or recognized method of operation.
•    Ability to Interface with subject matter experts for course content and relevancy of material
•    Ability to complying with quality assurance and configuration management practices
•    Exceptional attention to detail
•    Able to quickly adapt to process changes
•    Ability to travel if required

QUALIFICATIONS: 
•    Bachelor’s Degree in Instructional Design, or equivalent 5+ years of experience
•    Experience working as an ISD on Navy training contracts is a plus
•    DoD experience is desired, US Navy experience preferred
•    Must have an active SECRET Security clearance or have the ability to obtain TOP SECRET
•    Experience working in a collaborative environment in a detailed instructional analysis effort
•    Must be proficient in Microsoft Office products (Word, Excel, PowerPoint) and Adobe Acrobat
