Job SummaryReporting to the Technical Services Manager, the CNS Technical Services Manager is responsible for ensuring that all facets of the CNS organization contribute to air transportation safety.
The CNS Technical Services Manager is accountable for system integrity and operation, project implementation, a quality control program, training, certification, facilities, human and financial resources.

In this role you will:

People Leadership

  • Lead a team of employees by creating a collaborative and positive work environment that provides its employees direction, regular communication, development opportunities, and a commitment to a common vision and shared values.
  • Coach, mentor, and develop employees to create a high performing and highly engaged team of professionals.
  • Plan and manage the activities of employees, including the responsibility for hiring, resource allocation, prioritization, staff development, performance management, leave and overtime authorization, and disciplinary action, as required.
  • Direct the day-to-day activities by establishing the work unit’s strategies, business goals, performance indicators and objectives, priorities, work plans, milestone deliverables, financial and resource plans.
  • Complete regular performance conversations and assessments of their team and establish developmental assignments and training strategies to continually advance the team.
  • Ensure the team provides agreed to service levels for performance, reliability, availability, and maintenance.

  • Work with your Manager and Labour Relations to address performance or behaviour that may require discipline which involves a variety of scenarios from verbal to written warnings, suspensions, or ultimately dismissal.

Relationship Management

  • Develop and maintain strong relationships within the FIR, advocating for an engaged and motivated workforce, building skills to leverage capabilities of diverse groups of individuals, and maintaining a collaborative working environment and effective employee relations.
  • Work effectively and in a highly collaborative fashion with local FIR management, peers in other FIR’s, and national ANS technology to deliver services, influence change, and build support for initiatives.
  • Develop and maintain close and mutually beneficial relationships with key internal stakeholders and union representatives.
  • Partner with key stakeholders and collaborate with other business units, users, and customers in order to proactively monitor and respond to customer needs and enhance efficiencies as well as implement technologies to contribute to resource and service improvements.

Technology Management

  • Ensure CNS technology equipment and materials are available, reliable, accurate, and properly maintained.
  • Manage CNS systems operations by:
    • Analyzing electronic system performance.
    • Monitoring and evaluating the maintenance program.
    • Developing tactical and strategic plans to improve system performance.
    • Analyzing and adjusting to workload and staffing requirements, developing schedules, assigning maintenance responsibility, and tracking progress.
    • Monitoring, evaluating, and adjusting work processes using risk management principles.
  • Manage the introduction of CNS systems and enhancements within the FIR by:
    • Triaging MR requests within the FIR.
    • Coordinating the introduction of Operational Readiness Deployments in the FIR in collaboration with National ANS Technology teams.
  • Manage the Quality Control Program to ensure compliance to CARS (regulated by Transport Canada), International Standards Organization (ISO) and Integrated Quality Assurance (IQA) by participating in audits and site inspections, responding to audit reports, providing follow-up, and assessing customer requirements.
  • Identify, develop, implement, and continually refine strategies, metrics, practices, and procedures for the management and reporting of technology and process performance.
  • Ensure that all activities of the function align to corporate policy, standards, procedures, guidelines, and directives.
  • Establish and conduct regular management review of goals, objectives, and performance indicators, and compliance with technology and initiatives.
  • Partner with local FIR management and national ANS Technology to establish and maintain a roadmap of all CNS system changes occurring within the FIR.
  • Participate in reviews of safety findings and ensures all safety related activities that require CNS system changes are planned and implemented according to committed schedules.
  • Advance CNS system standardization and transitioning the FIR to these standards which includes limiting the use of tactical/localized solutions that work against longer-term strategies.

Project Delivery

  • Coordinate the gathering of all cost estimates and schedules for all activities associated with CNS projects within the FIR (e.g., procedures development, technology installation, training, communications, and stabilization).
  • Adhere to all Safety Management and Risk Management Plans developed by National ANS Technology.
  • Provide status updates and input to support project reporting activities. Coordinate with local FIR management and national ANS Technology to provide updates on the full scope of project activities occurring within the FIR including testing, deployment activities, training, operational readiness demonstration, and stabilization.
  • Coordinate with local FIR management and national ANS Technology to plan and successfully deliver the portfolio of CNS system projects scheduled within the FIR in accordance with approved Scope, Schedule, Cost, and Quality.
  • Partner with local FIR management to ensure adequate FIR resources are available to complete projects within agreed tolerances.
  • Collaborate and partner with “Planning and Design” to provide project status reports and financial updates for delegated project portfolio.

Financial Management

  • Review and manages the operational and budgetary plans, allocate and manage material, financial, and human resources to meet future business needs and priorities.
  • Coordinate with ANS Technology and local FIR management to plan and manage FIR budgets to support CNS system projects and maintenance activities (e.g., operational shifts, technology purchases, etc.).
  • Determine financial requirements and administer your portion of the budget.
  • Conduct monthly monitoring and reporting on budget/forecast vs. actuals providing justification on variances and proactively adjusts plans to work within budget to respond to variances.
  • Identify business/financial efficiencies respecting the utilization of resources.
  • Ensure on-going staff requirements are met while balancing costs.
  • Commit corporate funds through the authority to negotiate, conclude, and manage professional resources contracts.
  • Ensure the responsible use of all resources and assets for the benefit of NAV CANADA; manage operating and capital expenditures in line with applicable budgets and approvals, and in accordance to stated company and departmental objectives and priorities.

What you bring:

Education/Certification

  • Secondary school diploma and completion of an acceptable program in electronics technology normally acquired through completion of 2 to 3 years of post secondary study in this subject, or equivalent work experience.
  • Program or Project Management Certification is an asset.
  • Valid Driver’s licence required.
  • At least 5 years related experience in the industry.
  • Proven leadership experience demonstrating the skills required to manage people, processes, and information in an operation’s driven environment.
  • Project and program management experience which includes organizing, planning, and executing large-scale projects from vision through implementation, involving internal personnel, and contractors.
  • Experience managing budgeting and purchasing activities for technology procurement.
  • Knowledge of electronic systems in use including diverse Communication, Navigational Aids, Surveillance and Air Traffic Management systems.
  • Thorough knowledge and background of CNS technology systems.
  • Thorough knowledge, not only in all aspects of project management, but also thorough knowledge of Operations to ensure there is minimum disruption in the day-to-day operation.
  • Architectural and Engineering (A & E) as it pertains to outside support for project implementation.
  • Environmental Rules and Regulations.
  • Knowledge of the operations of assigned airports and air traffic control facilities and of the inter-relationships with user agencies such as airlines.
  • Knowledge of Occupational Health & Safety rules and guidelines.
