POSITION OVERVIEW

Under the general direction of the Director of Supply Chain Management, the Supply Chain- Compliance & Procurement Manager will create, negotiate, analyze, establish and track Supply Chain processes and procedures while ensuring optimized execution of day to day procurement operations. This crucial role is responsible for leading a team of procurement professionals in the fulfillment of goods and services across Aviation, Clinical and Indirect commodities. Collaboration with the Strategic Sourcing Manager on supplier selection, evaluation and performance of suppliers will be key. A strong focus on compliance with inventory sourcing, and sales related to The International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) will be required.

JOB SUMMARY

  • Establishes policies and procedures that ensure timely, accurate, and documented processing of purchase orders and service agreements. Monitors and evaluates vendor performance and retention. Analyzes and adjusts contracts, providing clear product expectations to vendors.
  • Lead, develop, and provide clear guidance and strategy to Buying/Planning team focused on anticipating and sustaining service levels while minimizing investment costs.
  • Negotiate and establish agreements that: simplify and improve acquisition of goods, services or property as required, reduce overall costs, maintain compliance both internally and externally, and track contracts for performance
  • Collaborate with Strategic Sourcing Manager in negotiation of master service agreements (MSA) with applicable suppliers; guaranteeing a cost effective, quality product in each transaction.
  • Establishes policies and procedures that ensure timely, accurate, and documented processing of purchase orders and service agreements. Monitors and evaluates vendor performance and retention. Analyzes and adjusts contracts, providing clear product expectations to vendors.

  • Manage supplier performance and accountability reviews; applying corrective action plans, if needed
  • Deliver value by continuously improving forecast accuracy to drive supply readiness and scalability throughout the supply chain management process.
  • Contribute to compliance initiatives; proactively communicating strategy with the Director of Supply Chain
  • Lead the materials management employees in the field to develop their understanding and compliance the quality assurance processes
  • Responsible to administer purchasing related automated systems, related business processes, and system specifications
  • Compliance with International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR). And Sarbanes Oxley (SOX).
  • Other job duties as assigned.
  • Travel as necessary to meet business needs.

Job Requirements:

  • Bachelor's degree in business management, supply chain management or related field; required.
  • Minimum of 10 years' experience in supply chain management
  • Minimum of 10 years' experience in the Healthcare, Aviation or Medical Industry.
  • Ability to quickly establish credibility and respect; working with others in a collaborative and solutions focused manner to achieve win-win outcomes.
  • Professional maturity and gravitas.
  • Able to work to in a fast-paced environment with competing demands and deadlines while continuously adapting to changing conditions.
  • Excellent verbal and written communication skills.
  • Strong analytical skills and financial acumen are required.
  • Must have a working knowledge of finance and/or accounting in terms of budgeting and cost management.
  • Ability to recognize and generate effective and pragmatic solutions to new situations and problems as they arise.
  • Experience operating in FAA and/or DEA regulated environments preferred.
  • This position is designated Safety Sensitive for purposes of the Arizona Medical Marijuana Act.
