Job Description

The Director, Standards and Regulatory Compliance is responsible to develop, implement and maintain company standards in compliance with applicable regulations. Additionally, the Director, Standards and Regulatory Compliance ensures that all company flight operations processes, policies, and new projects are developed in respect of the AOC and in a safe and efficient manner. He is responsible to supervise all employees of his team and external resources when required.

The Director, Standards and Regulatory Compliance is responsible for the flight operations quality assurance program and monitoring activities on an ongoing basis to confirm that the major programs, projects, policies and procedures required are established, documented and implemented by conducting internal or external audits. The Director, Standards and Regulatory Compliance will liaise with the Corporate Safety, Quality and Security department to receive regular briefing on all aspects of the Flight Operations QA Program and on safety reports.

Responsibilities

  • Act as the deputy Operations Manager in the absence of Vice President, Flight Operations.
  • Liaison with Transport Canada on Flight Operations topics;
  • Responsible for the Quality Assurance.
  • Monitor Training and Check Pilot Programs and ensure its compliance and effectiveness.
  • Ensure that all applicable technical and regulatory publications (CARs) necessary to Flight Operations are available and at their latest revision.
  • Responsible for Operations, Training, Ground Icing Operations and Dangerous Goods Transportation Manual revisions in collaboration with the Specialist Quality and Compliance and the Specialist Flight Operations Standards.
  • Responsible for the reporting of Service Difficulty as per CARs 573.12 in collaboration with the Manager, Quality Assurance and Projects.
  • Responsible for the Flight Operations Documentation Control and Management System by ensuring that all records and documents are maintained as per CARs requirements and company policies.
  • Monitor and implement industries best practices as part of the continuous improvement program.
  • Ensure that the technical records systems for aeronautical products are maintained in accordance with company policies, civil aviation regulations and contractual obligations;
  • Ensure Training Program compliance with applicable regulations in collaboration with the Chief Pilot Training.
  • Pursue corrective actions, close out audit reports when satisfactory and maintain records of all reports.
  • Ensure that personnel qualification and training monitoring system and files are maintained and up to date (includes qualifications, initial and recurring training).
  • As a member of the Quality and Safety Management Committee (QSMC), participate in the development of strategies to alleviate the risks associated with operational situations.
  • Performs any other duties as may be assigned from time-to-time by the Vice-President, Flight Operations.
  • Will be required to attend industry forum and symposium as assigned by the Vice President, Flight Operations.
  • Assume all other responsibilities described for this position in the Operations Manual.
  • In the absence of the Director, Standards and Regulatory Compliance, all duties shall be delegated to the Vice-President, Flight Operations.

Job Requirements:

Qualifications

    • Minimum 8 years of experience in quality assurance and flight operations regulation
    • In-depth knowledge of Transport Canada's procedures and regulations
    • holding a valid Canadian airline transport pilot licence or valid foreign licence is an important asset
    • Experience in quality assurance an asset
    • Management experience, an asset
    • In the course of his/her duties, the incumbent will be required to communicate and collaborate frequently in English, both orally and in writing, with colleagues, customers or other stakeholders in Quebec as well as in the rest of Canada and internationally.
