Job Summary

The Government Compliance Finance Manager provides advice and counsel regarding all compliance, reporting and disclosure-related & forward-pricing rates. This is a specialist role, requiring deep understanding and practical experience in managing related affairs that involve adherence to the Federal Acquisition Regulations (FAR) and DFARS, Cost Accounting Standards (CAS) and associated DCMA government guidelines and policies, in order to support all GKN businesses that undertake government contracts across all Business Lines globally.

Job Responsibilities
  • Set the standard forward pricing rates model for all sites to apply, and set the cadence for reviews of these with sites
  • Oversee Forward Pricing Rate submissions, Incurred Cost submissions and initial/updated/revised Cost Accounting Standards Board Disclosure Statements
  • Review business systems (Accounting, Estimating, Government Property, etc.) policies, procedures, and practices to assess if they are current, accurate, and complete; provide feedback to businesses on any gaps or weaknesses.
  • Prepare and present Federal Acquisition Regulations training for Company employees
  • Act as the point-of-contact for all Government audits including audits conducted by DCAA/DCMA, GKN higher tier subcontractors and/or GKN prime contractors
  • Interface with the Federal Administrative Contracting Agency (DCMA)
  • Set proposal adequacy checklist, advise on application of TCoPD
  • Advise GKN Senior Management of emerging Federal regulatory matters/changes
  • Liaise across sites and up to Business Line leadership to ensure consistency of approach, process and implementation, for example forward pricing rate models
  • Provide guidance on ad hoc matters that have Government compliance implications

Job Qualifications

Required Qualifications:

  • Recognized accounting qualification or undergraduate degree in Accounting or Finance
  • Thorough knowledge of the Federal Acquisition Regulations (with emphasis on Parts 15 and 31) and Cost Accounting Standards
  • Experience preparing or auditing Forward Pricing Rate submissions, Incurred Cost submissions, Disclosure Statements
  • Experience with establishing Commercial Item Determination / FAR Part -12
  • Knowledge of and experience working with DFARS Business System requirements
  • At least seven years’ experience working in a DoD Government contracting environment
  • Proven track record of successfully managing DCAA/DCMA audits
  • Experience interfacing with DCMA Administrative Contracting Officers

Preferred Qualifications:

  • Thorough understanding of Aerospace industry including applicable accounting practices and exposure to IFRS
  • Home Office accounting practices including methods of allocating Home Office expenses to operating segments
  • Knowledge of, and experience with, preparing/analysing CONCUR prepared expense reports
