BASIC FUNCTION SUMMARY
  • The J85 QA / EHS Manager (Fallon) is responsible to the Site Manager (New Orleans, LA) for the control and conduct of all administrative, maintenance, logistics, quality, and safety operations at the site and is to ensure all contractual requirements are met or exceeded.  Quality Assurance, is responsible for the overall quality of maintenance within J85 Engine program at his site, evaluates the quality of maintenance accomplished in the maintenance organization and performs necessary functions to manage the organization’s Quality Assurance Programs IAW the NAMP and other governing instructions, publications, company requirements. The evaluation and analysis of deficiencies and problem areas are key functions of Quality Team Manager that highlight and identify underlying causes of nonconformance in the maintenance production effort and address areas for improvement.  For EHS, is responsible to the Director Amentum Quality and the Adversary Site Manager in NOLA for the implementation of the Amentum Safety Program and contract requirements at the site to include health and environmental programs; identifying, providing instruction in, and controlling hazards in all company spaces provided to the Company. He will be advising management on status of conformance with established federal, state, base and company policies and procedures and government safety, health and environmental standards and regulations. Assist in evaluating the effectiveness of safety, health and environmental programs and recommending improvements as required. Perform safety, health and environmental functions with the responsibility for assisting managers and supervisors in fulfilling their responsibilities in those areas.

ESSENTIAL DUTIES AND ACCOUNTABILITIES
  • Develops positive customer relationships with the COR and local Navy/Marine Corps representatives.
  • Shall be the primary interface and point of contact with local government authorities and representatives on program/project and contract issue.
  • Conduct management meetings as necessary to ensure site is performing to customer and company expectations.
  • Develops local management procedures and controls.
  • Develop and assist in the development of policy and procedures to establish safe work practices and conditions.
  • Participate in monthly Safety Review.
  • Oversee all operational matters as they pertain to meeting successful contractual obligations.
  • Interface with Program Manager and other Amentum divisions as necessary to resolve issues beyond local capability.
  • Devote personal attention to the morale and welfare of all employees and is responsible for providing a safe and healthful work environment.
  • Attend meetings as requested by the customer, such as the J85 MATE.
  • Ensures adherence to established standards of individual performance and discipline.
  • Participate in the interviews of prospective employees and assist in the selection of new employees.
  • Takes the actions necessary to ensure that all personnel training, certification, and re-certification requirements are met.
  • Reviews and approves project costs and expenditures.
  • Identifies, studies, and implements cost saving initiatives where applicable.
  • Comply with Hazardous Waste Program.
  • Must comply with established General and Industrial Safety Rules and Regulations as applicable to the contract, facilities and job assignment.
  • Makes recommendations to the Site Manager to enhance the quality of maintenance.
  • Ensures that the Amentum Quality program is implemented.
  • Develop the Maintenance Quality Monitoring Programs IAW the NAMP and CSEC auditing using an approved QA database.
  • Liaison with government personnel as necessary for the conduct of government audits.
  • Implement and administer the Special Emphasis Programs identified by the customer.
  • Liaison directly with production managers as required to ensure Quality objectives are met.
  • Maintain the TPL, control classified technical publications for the department, and ensure each dispersed TPL receives all publications applicable to each work center and these are kept current and complete.
  • Establish qualification requirements for QARs, CDQARs, and CDIs.
  • Ensure all work guides, checkoff lists, check sheets and MRCs used to define and control maintenance are complete and current prior to issuing to crews or individuals.
  • Review all EI requests, BTRs PQDRs, TPDRs, ADRs, HMRs, EMRs, and CODRs to ensure they are accurate, clear, and concise, prior to submission via the JDRS web site (https://namdrp.navair. navy.mil).
  • Provide a continuous training program in techniques and procedures pertaining to the conduct of inspections.
  • Monitor information from MDRs, including NALCOMIS/OOMA reports/inquiries in developing discrepancy trends, to identify failure areas or other maintenance problems.
  • Ensure all incoming technical publications and directives to determine their application to the Maintenance Department.
  • Develop and ensure compliance with NAMPSOPs.
  • Must be able to work day shift, night shift or weekend duty and travel as part of a maintenance recovery team or detachment as required.
  • Will have experience writing with clarity and technical accuracy.
  • Perform other tasks as directed by management.
  • Provides technical assistance, guidance and instruction as required.
  • Performs daily duties normally associated with this job assignment.
  • Practice good housekeeping, tool control, FOD awareness/prevention and safety at all times.
  • Assists in flight line foreign object prevention walks as required.
  • Comply with Hazardous Waste Program.
  • Will have knowledge of and understand basic supply procedures.
  • Must comply with established General and Industrial Safety Rules and Regulations as applicable to the contract, facilities, and job assignment.
  • Develop, maintain, and execute a comprehensive Occupational Safety and Health Program that complies with the Amentum Safety Program and OPNAVINST 5100.23G CH-1, OPNAVINST 3750.6R and applicable Federal regulations.
  • Shall report all accidents, injuries, and safety related mishaps IAW the Amentum Safety policy and to the COR in accordance with OPNAVINST 5100.23G CH-1.
  • Shall participate in command directed safety stand-downs. 
  • Shall be knowledgeable of and comply with all Federal, State, Local, County, and Navy environmental laws, policies and regulations.
  • Shall supervise the HAZMAT Specialist in the performance of his job responsibilities to include collection of contractor generated HAZWASTE, preparation for shipping (i.e. palletizing etc.), preparation of all supporting paper for the disposal of contractor generated HAZWASTE in support of the Daily Engine operations.  Shall ensure all contractor HAZMAT/HAZWASTE generated from aircraft SE and related maintenance actions is properly handled, collected, and disposed of per all applicable federal, state, and local regulations.
  • Shall participate in all Amentum and Government safety committee meetings and boards.
  • Shall take all reasonable steps and precautions necessary to prevent accidents and preserve the life and health of Contractor personnel performing under the contract and Government personnel.
  • Performs accident/incident investigations.
  • Processes and reports all Worker Compensation claims.
  • Reports to the corporate SAFETY/ESH/WC office and the Program Manager as required.
  • Maintains all files for the site activities concerning safety/EHS.
  • Monitors all activities for Ground and Flight operations.
  • Assists in new hire indoctrination and training.
  • Monitors and ensures through Supervisors and Managers that HAZMAT rules are being enforced.
  • Assists in ensuring proper and thorough HAZMAT record keeping is maintained in accordance with established Environmental Protection Agency, State and Base Standards.
  • Performs job related special assignments as required.
  • Maintain working knowledge of complex and technical regulations, including Customer’s Hazardous Waste Management Plan, OSHA, Hazardous Material Transportation Act, Resource Conservation and Recovery Act and other applicable base, state and federal regulations.
  • Determining the type and quantities of safety and emergency equipment required. Submitting purchase order requests to obtain equipment.
  • Monitor workers assigned to assist in waste preparation and disposal.
  • Act as liaison with representatives of Base Safety, Fire Department, OSHA, and other government organizations.
  • Conduct routine safety inspections of all work spaces, hanger and flightline.

QUALIFICATION STANDARDS
  • The Quality Manager shall be capable of performing the functions and have experience in aviation ground safety and management. The QA Manager shall have experience in interpreting technical publications, blueprints, wiring diagrams, inspection findings and shall have a minimum of 12 years in aviation maintenance with a minimum of five years as a QA Inspector. The QA Manager shall have sufficient knowledge and experience to effectively assume responsibility for the overall quality of the Contractor maintenance effort in accordance with COMNAVAIRFORINST 4790.2.
  • Have a complete working knowledge and understanding of Engine logs and records. Possess analytical abilities necessary to handle extremely complex administrative, organizational, and aircraft maintenance matters.
  • Must have successfully completed approved course or training as required by Company, State/Local Govt, DOD, regulation/Instruction.
  • College degree preferred or:
  • Two years of experience receiving, storage, distributing, handling, and disposal of all types of hazardous material utilized at the Contractor’s job site.
  • Four years practical experience within the last ten years in the management, administration, or operation of a safety and occupational health program or specialty, or experience in administrative work concerned with safety and occupational health activities, including the development, implementation, and evaluation of related program function.
  • Interpersonal skills necessary to deal courteously and effectively with local government, State Environmental Consultant, OSHA, Federal EPA Compliance Officers, customers, and company officials and accompany them on all audits at the work site.
  • Must have successfully completed approved course or training as required by Company, State/Local Govt, DOD, regulation/Instruction.
  • Must possess or be able to obtain and maintain a US Government Secret Clearance. NOTE: US Citizenship is required to obtain a Secret Clearance.
  • Must have completed high school or equivalent.
  • Must read, write, speak, and understand English.

PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS

Physical Demands:

This classification’s activities range from, an office-like environment with extensive sitting demands to a flight line-like environment with extensive climbing, standing, stooping, bending, pushing, kneeling, stretching, and walking demands. May occasionally be required to lift objects whose weight exceeds 30 pounds. Special vision abilities to perform this job are close vision, depth perception, and the ability to adjust and focus.

Work Environment:

The diversity of work conditions may range from an office environment where there is little or no physical discomfort to a flight line environment where inclement weather may subject the individual to severe changes in temperature, wind, rain, etc. May be required to work in areas where high noise hazards prevail. May be exposed to fumes, airborne particles, and electrical shock hazards.
