About the Role

Responsible to develop, implement and maintain comprehensive aviation Safety, and Security management systems that comply with National and International regulations and standards, while also ensuring the development of a fully compliant training program. In addition to safety and security, the manger is responsible for overseeing occupational health and safety of all employees, by creating and maintaining a safe work environment, ensuring compliance with Qatar Airways OHS policies and regulations. Provide accessible, regular reporting to assist the business to identify any negative trends, and implement proactive measures towards the reduction of safety & security occurrences.

Responsibilities

  • Develop safety, OHS, security and training performance indicators in line with business, and standard requirements.
  • Ensure implementation of the Safety and Security Management system based on a preventive approach, with a just culture in order to encourage incident reporting.
  • Establish and promote QAS Cargos Safety, OHS and Security policy, and objectives in line with Qatar Airways corporate Safety and Security policy.
  • Promote a culture of safety awareness among all staff with the aim of preventing accidents and incidents. Ensure the training and development of staff, in compliance with Industry standards, regulations and operational requirements.
  • Develop, implement and maintain Emergency Response and security contingency plans in line with the Airport ERM and Security Program.
  • Establish and review, on an annual basis, QAS Cargo Security Program detailing the individual security measures in place and ensuring compliance with the National Civil Aviation Security Program (QCAA). Serve as a key liaison between the organization and regulatory authorities, ensuring that all safety and security measures meet or exceed the required standards.
  • Develop and implement a system of aviation safety and security self-audit to ensure compliance of the provisions stated in the QAS Cargo Security Program and QAS Cargo safety management system manual. Foster a collaborate environment where feedback and continuous improvement are encouraged, facilitating open communication channels for reporting and addressing safety, security and training concerns. Identify key technological advancements to simplify and enhance processes.
  • Ensure safety and security risk assessments are performed to identify potential vulnerabilities, ensuring that corrective actions are taken to mitigate any identified risks.
  • Liaise with cargo leadership team to define and communicate expectations of safety, OHS, security and training within the business.
  • Ensure consistency and transparency of reporting on all SPIs and management statistics in the prescribed timeframes.
  • Ensure 100 compliance of any regulatory, operational and developmental learning programs are covered for the organization to meet safety, security and quality objectives as well as to equip individuals to perform their tasks and/or improve performance.
  • Oversee measures and procedures for the control of access to QAS Cargo premises in order to prevent unauthorized access to the facilities and supplies, and to the security restricted areas. Including checking that all QAS Cargo staff with access to security restricted areas comply with security instructions issued by the QCAA and Airport Authority.
  • Cooperate with Qatar Airways safety and security on their corporate safety and security policy, and all other relevant stakeholders, in order to meet compliance and conformance requirements.
  •  Liaise with MOI and Airport security stakeholders, in order to coordinate and integrate QAS Cargos security measures with Airport security systems.
  • Ensure that the needs of aviation safety and security are integrated into the design and construction of new facilities at the airport and alterations to existing facilities.
  • Identify risk to operational safety and security compliance and formulate robust plans for corrective action.
  • Oversee operational security controls and management of contract staff to prevent unlawful interference. Perform other department duties related to his/her position as directed b the Head of the Department
Qualifications

About you

Essential 

  • Bachelors Degree or Equivalent with Minimum 8 years of job-related experience
  • Experience In Safety, OHS and Security management In a mid , to large scale operational environment.
  • Investigation techniques.
  • Principles of Safety Management system implementation.
  • Hazard and risk management.
  • NEBOSH Diploma in OHS management. Security management training.
  • ·Fluent in spoken and written English.
  • Expert knowledge of operational safety and security procedures.
  • Comprehensive understanding of Occupational Health and Safety concepts, theories, principles.
  • Knowledgeable in safety standards as set by ICAO/IATA.
  • Knowledgeable in Security standards as per QCAA/IATA and other regulatory bodies.
  • Proven performance results.
  • Demonstrates the highest standards of integrity, equality and respect.
  • Ability to effectively communicate with clear, concise and consistent messages. A change agent, results orientated who can deliver innovation execution at pace.
  •  A strong, decisive and collaborative leadership style.
  • ·Managerial skills - Ability to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills. Ability to train and develop subordinates skills. Ability to foster teamwork among team members.

 

Preferred

  • Airline and/or ground handling management related courses.
  • Safety management experience in Aviation Industry.
  • Human factors awareness training.
  • Experience in Dangerous goods.
  • Experience in Emergency response planning.
  • Experience in Management of change.
  • Certified trainer - LEAP / PTTLS or equivalent training certification.
