As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
This position is located in the Air Traffic Organization (ATO), Management Services, Employee Development Group (AJG-L320).
Duties
The Program Manager (PM) serves as the Leadership Development Team Manager. The PM directs subordinate staff of project managers, instructional designers, management and program analysts, technical writers, interns, ad hoc teams and/or contractors responsible for designing, developing, delivering and evaluating the national ATO leadership development program. This is a highly customized, realtime leadership development program designed to meet the critical needs of the Air Traffic Organization workforce of today and the future. This work directly impacts the safe and efficient operation of the ATO.
The PM applies a thorough understanding of the principles of management and strategic planning to meet the critical development needs of the ATO operational and support workforce to improve operations efficiencies. Develops strategic plans, policies, and programs; set priorities; and communicates AJGs vision and objectives. The PM assigns tasks and responsibilities to ad hoc team leaders; monitors and evaluates performance; effects hiring decisions; recommends pay increases; and is delegated authority to take conclusive personnel actions involving subordinates. Coaches and develops staff and organizational capabilities. Actively promotes, supports, and participates in the FAA’s Equal Employment Opportunity and Diversity Programs.
The PM also applies a detailed knowledge of budget, human resource management, and other administrative policies and procedures to lead and integrate the budget planning processes for all projects/programs under their control, and projects both short term and long term future needs. Manages and uses resources across the various projects and programs in the program. Participates in planning efforts that cross all ATO Service Units. Develops new programs to support the strategic direction of the organization.
Applies detailed knowledge of the technical aspect of the work being directed. Applies project/program management principles to design and develop a comprehensive integrated portfolio of development programs, initiatives and tools/support. Directs teams in conducting management studies to analyze and evaluates industry best practices. Develops and provides state-of-the-art customized solutions that support talent management solutions for the ATO workforce and that result in the recruitment, selection, hiring and retention of specialists and managers within the ATO.
Provides integrated policy, automated systems, tools, and processes, and guidance to support traditional and virtual training and development. Uses qualitative and quantitative techniques and methods, to develops integrated portfolio of development programs, initiatives and tools. Assesses program performance, identifies performance metrics, and conducts post projects evaluations. Organizes programs and activities in accordance with the mission and goals of the organization.
Contacts are routinely internal and external to the Group and Directorate and include subordinates, peers, higher level management, industry and stakeholders to discuss the statuses and results of projects/programs and to plan for the future. The PM represents the Group as the primary point of contact for the Leadership Development Program. The PM provides national leadership and technical guidance to the field on talent management, leadership development and contemporary learning solutions. The PM has the authority, within guidelines, to make commitments for the Group, to establish new policies/procedures, and to make exceptions.
Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion. The Group Manager typically reviews individual and organizational performance on a periodic basis through organizational performance measures to determine success in achieving planned results.
