Job Description:

Serves as the Program Manager (Operations Manager) for the Product Services Group (AJW-L500) within the FAA Logistics Center.



Duties


The incumbent provides leadership to a highly technical work force ensuring the highest quality products and services are provided to FAA Logistics Center customers worldwide. The Operations Manager is responsible for overseeing the execution of technical services for multiple organizations in various Federal Agencies, to include The Federal Aviation Administration, Customs and Border Protection, The Forest Service, The Department of Defense, and others. These services include, but are not limited to, the delivery of robust engineering, provisioning and inventory management services to support integrated logistics planning, production, systems acquisition, research, operational sustainment, and life cycle support planning. The professional, complex and sophisticated programs and systems managed by the incumbent provide critical support required for systems and facilities operation worldwide. These systems directly affect the general public, impact the general aviation community, and are often tied to the security of the nation.

Applies detailed knowledge of accepted business management principles, budget, human resource management and other administrative policies and procedures to ensure cost effective delivery of quality products and services to satisfy customer requirements. The position is responsible for development of operational plans and goals, tracking productivity and performance, implementation of improved cost effective management programs, allocation of financial and human resources, evaluation of potential new lines of business, or elimination of unprofitable lines, and maintenance of effective internal controls.

Work is accomplished through subordinate teams. The manager applies competencies as a leader to motivate subordinate managers, and the workforce in general to achieve operational and strategic goals. Creates a work environment that encourages creativity, innovation, teamwork and commitment to all the corporate values. Effectively leads the integration of the work of subordinate branches, programs, and projects to achieve goals and objectives.

The incumbent is responsible for maintaining and ensuring all products and services are delivered in accordance with the FAA Logistics Center quality system and customer service initiatives.

Communicates organizational vision, goals, objectives, programs and activities both internally and externally. Contacts are with high-ranking management both within and external to the agency, senior union officials and top management in the private sector and other government organizations. May represent the Logistics Center, LOB/SO, or the FAA externally as a primary point of contact for policies/procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures and to make exceptions. Must regularly influence, negotiate, or persuade individuals or groups to take action to advance the goals of the organization. These contacts often involve dealing with highly sensitive issues, opposition, or controversy.

Exercises final authority for supervisor and managerial responsibilities over the staff including approval of the full range of personnel actions, selections, promotions, disciplinary actions, equity of performance standards and evaluations, training, resolution of grievances, awards, etc. Communicates and reinforces EEO Program policies and programs in all areas of responsibility, including selection, training and promotion opportunities. Qualifications

To qualify for this position at the FV-K (FG/GS-15) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the next lower level, FV-J (FG/GS-14). Specialized experienceis experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience includes experience coordinating technical program objectives with management Officials, employees and customers on strategies to support customer requirements through advanced concepts in logistics, supply chain fulfillment, acquisition, software procurement, hardware procurement, provisioning; creating new solutions and policy interpretations as situations requires; briefing senior management regarding program technical requirements, costs, and schedule; experience with one or more of electronic principles and practices, performance and design characteristics of surveillance, communications, system modeling and simulation, jamming techniques and equipment, overall engineering principles and practices; providing guidance and instruction, internally and externally, addressing complex issues across multiple projects, programs, and/or functional areas; collaborating with managers to acquire and allocate resources to complete activities within established schedules and budgetary requirements; making program decisions consistent with corporate values, culture and vision; participating in the development of strategic plans and in the strategic decision making process.

Quality Ranking Factor (QRF): Well qualified candidates will demonstrate each of the following within their resume:

1) Experience leading a highly technical workforce including engineers and/or information technology-related employees.

2) Application of Project Management Professional (and/or) Lean Six Sigma principles and procedures.

3) Experience in the delivery logistics support services.
