POSITION SUMMARY:  The Program Manager reports to the Director of Program Management and is responsible for leading all efforts associated with the Government programs of USG-DoD aircraft as required; operates in compliance with company safety practices and performs other duties as assigned. 
ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Provide point of contact with customers for their organizations.
  2. Interface with government and platform flight testing personnel, resolving conflicts as needed. 
  3. Coordinate with customer associates and external Hardware and Software developers and systems IT personnel to ensure all components necessary for the test flights are in place and functional. 
  4. Manage department schedules ensuring aircraft availability, configuration and completion. 
  5. Responsible for the safe operation of the aircraft and systems and project planning for correcting defects and modifications.
  6. Coordinates efforts of additional staff with management to ensure manpower. 
  7. Ensures the implementation of the Program Plan and acts as a Government Administrator to satisfy the FAR/Customer requirements.
  8. Establishes and maintains the program master schedule. The schedule shall include engineering releases, GFE deliveries, purchased and fabricated parts requirements, installation tasks and activities required to effectively manage program progress, performance and cost.
  9. Tracks and reports aircraft modification performance against the baseline plan.
  10. Works closely with all program-contributing organizations to eliminate impacts to achieving performance goals.
  11. Works to develop and implement Earned Value Management metrics to track program status against cost and schedule objectives.
  12. Receives and analyzes performance variance reports and report results to the Director
  13. Supports the monthly financial performance review.
  14. Provides reports as required by the Director.
  15. Responsible for ensuring contract reporting requirements are provided as required by the statement of work.

SKILLS AND EXPERIENCE
 
  1. Must have Bachelor’s degree and ten to fifteen years of experience in general aviation required or equivalent combination of education and experience.
  2. Ten years related experience to include experience in aircraft completions, modifications, certifications, and maintenance management. Government systems knowledge/experience is required.
  3. Must have outstanding oral and written communication skills to include: a) Creation/preparation of briefing charts and detailed correspondence/documents. b) Verbally expressing ideas and thoughts in joint meetings/formal briefings with staff.
  4. Detailed knowledge of aircraft/airfield terminology and aircraft systems operations/functions required.
  5. Familiarization with FAA certification requirements is required
  6. A&P License preferred.
  7. Must have strong managerial abilities.
  8. Must be able to focus on key tasks, prioritize duties, and manage multiple priorities.
  9. Must have strong analytical, problem solving and negotiation skills.
  10. Must be proficient in Microsoft Office programs.

Physical Requirements:  This position requires the ability to work in seated or standing positions for prolonged periods of time, perform office and clerical duties including use of office tools.

Working Environment:  The working environment is corporate office facility.  Daily contact with employees in other departments is required.
