Job Description:
The Proposal Manager II to support Competitive Proposal bids as the Proposal Manager on proposals ranging from $100M to over a billion dollars. Candidate will be responsible for leading and providing capture and proposal expertise to all SNC IAS business areas. Expectations of successful candidate will include: participation in proposal development team planning and execution, reviewing Request for Proposal (RFP) requirements, conducting analysis on RFP, and assessing strategy for responding to requirements. Additional requirements include performing all tasks related to leading proposal teams, preparing support artifacts, and managing proposal development activities. In addition, the candidate will be responsible for assessing and ensuring compelling, complete, and compliant proposal responses reflect win strategy elements and align to evaluation factors and criteria.

Must-haves:

  • Bachelors degree in a related field of study and typically 6 or more years of relevant experience
    • A higher-level degree may substitute for experience.
    • Related experience may be considered in lieu of required education.
  • Experience with proposals over $10M, including some experience with proposals over $50M is required.
  • Advanced knowledge of technical writing principles, practices, and standards
  • Thorough understanding of desktop publishing tools, including publishing features of Microsoft Word
  • Progressive technical and proposal writing experience with emphasis on technical products and services related to DoD and Aerospace or other complex systems/services for US Government and international customers.
  • Experience collecting information from subject matter experts and using it to create compelling proposal language & graphics.
  • Experience developing and organizing complex technical proposal content to achieve strategic objectives.
  • Experience managing and organizing complex proposal color teams and non-advocate reviewers.
  • Experience developing compelling win themes and discriminators, describing features/benefits, and defining key messages.
  • Expertise with MS Office tools and Adobe tools for content creation and desktop publishing for large, complex proposals
  • Excellent written and oral communication skills and the ability to motivate/work with others.
  • Ability to work successfully in a highly collaborative, fast-paced environment.

Preferred:

  • Experience with proposal management tools, such as Please Review, Visible Thread, etc. Advanced knowledge of proposal writing principles, practices, and standards
  • Association for Proposal Management Professionals (APMP) Certification
  • Shipley Certification or advanced proposal training
  • Experience working in multi-disciplinary proposal teams.
  • Understanding of program management to include, scheduling, organization and technical management/system engineering concepts.

Estimated Starting Salary Range: $120,552.10 - $165,759.14. SNC considers several factors when extending job offers, including but not limited to candidates’ key skills, relevant work experience, and education/training/certifications.

SNC offers annual incentive pay based upon performance that is commensurate with the level of the position.

This position requires the ability to obtain and maintain a Secret U.S. Security Clearance. U.S. Citizenship status is required as this position needs an active U.S. Security Clearance for employment. Non-U.S. citizens may not be eligible to obtain a security clearance. The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance eligibility process for industry applicants.
