ROAMING SERVICES MANAGER (STARSHIELD)

Starshield leverages SpaceX’s Starlink technology and launch capability to support national security efforts. While Starlink is designed for consumer and commercial use, Starshield is designed for government use, with an initial focus on earth observation, communications, and hosted payloads.

As a member of the Starshield Missions team, focused on Starshield Roaming Services, you will manage a portfolio of mission partners. Responsibility will be centered around countries aligned with U.S. Combatant Commands (COCOMs) to enable Starshield to operate by U.S. Government and international agreements, so Starshield can service U.S. Government mission partners around the world and enable them to operate as a cohesive and connected entity.

RESPONSIBILITIES:

  • Enable superior communication and decision making for the U.S. Government through the acquisition of national and international approvals and licenses, including but not limited to Host Nation Agreements (HNAs), host nation approvals, landing rights, operating agreements, site licenses, frequency clearances, and international approvals for radio spectrum operations for the U.S. Government to access Starshield coverage areas
  • Develop a comprehensive and accurate understanding of each U.S. COCOM’s current nation agreements, operational and filing requirements, and activation timelines
  • Support and educate internal stakeholders on U.S. Government agreement, timeframes, working collaboratively to achieve Starshield objectives
  • Represent and promote Starshield to U.S. COCOMs, U.S. mission partners, and other U.S. Government customers, while assisting the U.S. Government with national administrations, regulators, legislatures, and regional organizations
  • Aid the U.S. Government with necessary licenses and approvals, including the preparation of applications/information submittals (e.g. DD-1494) and coordination of necessary internal inputs and reviews
  • Liaise with U.S. COCOMs and drive regional access and enable rapid growth for U.S. Government operations
  • Coordinate and take complete ownership of host nation access requirements including, but not limited to, driving the internal organization by completing necessary steps required for the U.S. Government to operate Starshield in host countries
Job Requirements:

BASIC QUALIFICATIONS:

  • Bachelor’s degree in an engineering or science discipline
  • 7+ years of experience in U.S. Government contracts, operations, or project management
  • Experience with licensing telecommunications hardware and/or services

PREFERRED SKILLS AND EXPERIENCE:

  • Strong written and verbal communication skills
  • Experience working with the U.S. Department of Defense
  • Experience with international business or regulatory affairs
  • Experience interpreting and negotiating technical requirements
  • Demonstrated success working in an environment with competing priorities and aggressive schedules
  • Experience with licensing telecommunications hardware and/or services
  • Ability to define and manage a project independently
  • Advanced coursework or work experience in international business/studies or regulatory affairs
  • Knowledge of radiofrequency spectrum technology

ADDITIONAL REQUIREMENTS:

  • Active Top Secret or Top Secret SCI clearance preferred. Must be willing to pursue a clearance if not already cleared. Note that an active clearance may provide the opportunity for you to work on sensitive SpaceX missions. If so, you will be subject to pre-employment drug and random drug and alcohol testing
  • Must pass DoD level background checks for entry into various government facilities
  • Willingness to travel (up to 50%)

COMPENSATION & BENEFITS:

Pay range:

Mission Manager: $125,000.00 - $175,000.00/per year

Your actual level and base salary will be determined on a case-by-case basis and may vary based on the following considerations: job-related knowledge and skills, education, and experience.

Base salary is just one part of your total rewards package at SpaceX. ITAR REQUIREMENTS:

  • To conform to U.S. Government export regulations, applicant must be a (i) U.S. citizen or national, (ii) U.S. lawful, permanent resident (aka green card holder), (iii) Refugee under 8 U.S.C. § 1157, or (iv) Asylee under 8 U.S.C. § 1158, or be eligible to obtain the required authorizations from the U.S. Department of State.
