Northrop Grumman Defense Systems has an opening for a Supplier Management Team (SMT) Program Manager 3 to join our team of qualified, diverse individuals. This position will be in Roy, UT and will support the Sentinel (GBSD) program.  The SMT PM will report to the Deputy Director of Infrastructure.

What Youll Get to Do / Roles and Responsibilities:

As the SMT PM, you will, in conjunction with the Element SMT Lead, will lead a dynamic cross-functional team managing major supplier efforts by providing Program Management leadership and direction in support of multi-million-dollar design and construction projects. The SMT includes contributors from multiple organizations: 

  • SMT Program Manager

  • Global Supply Chain (GSC)

  • Mission Assurance (MA) / Quality

  • Infrastructure

  • Production

  • Engineering

  • Business Management

  • Various support functions.

Youll also be able to:

  • Address subcontract uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling, manages, and communicates risks and opportunities throughout the life cycle of the Subcontract.

  • Oversee and provide financial control and maintenance of budgets including EVMS metrics (specifically IPMDAR evaluation and reviewing leading/lagging metrics and how they can be applied to performance management) and Variance Explanations as a Control Account Manager for your supplier

  • Effectively plan, define, establish, communicate, monitor and control scope by establishing and controlling changes to the Subcontract Baseline

  • Analyze changes to balance technical, cost, schedule, quality requirements and develops alternatives that address program needs and expectations

  • Prepare higher level management briefings and develops mechanisms for monitoring project progress and tools for intervention and problem solving with project managers, line managers, and customers.

  • Manage labor and material dollars across multiple contracts for Engineering, Procurement, and Construction (EPC) EVMS weekly and monthly deliverables.

  • Prepare and manage schedules and prepares status reports on the health of the projects

  • Interpret schedules from suppliers to understand impact on program schedule and milestones

  • Be a key leader in developing and reviewing Supplier Statements of Work (SSOW)

  • Develop and maintain Requests for Proposals (RFP)

  • Review supplier proposal responses, including performing technical evaluations, reviewing supplier Bases of Estimates (BOE), overall proposal quality reviews, and attending proposal related reviews

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Youll Bring These Qualifications:

  • Bachelors or 4 additional years of experience & 8 years of experience; 6 years with a Masters

  • Must have an active U.S. Government DoD Secret security clearance, current and within scope, with an ability to obtain and maintain Special Access Program (SAP) approval within a reasonable period of time, as determined by the company to meet its business need.

  • Minimum of 3 years in a formal management position

  • Experience in Supply Chain, Operations, Business Management/Finance, Construction Management, Project Management, other STEM, or related field

  • Experience supporting U.S. Government contracts and/or large supplier management portfolio experience in other industries

  • Experience leading projects and managing cross functional teams, budgets, and schedules

  • Experience managing a Program effort or Major Subcontract (in either a supply chain, SMT, or program/project management role)

  • Financial experience in EVMS or similar cost and schedule management systems


These Qualifications Would be Nice to Have:
  • Active DoD Top Secret clearance

  • Individual will be managing contracts for real property construction, the ideal candidate will have experience managing constructions projects

  • Advance degrees and/or certifications such as MBA, Six Sigma, Supply Chain CSCPM or related is a plus

  • Experience with major Engineer, Procurement, and Construction (EPC) projects or DOD construction programs, with specific experience managing or supporting U.S. Army Corps of Engineers or Naval Facilities Engineering Command programs

  • PMP Certification

  • Demonstrated understanding of Lean, Agile or Six Sigma Tools

  • Experience with specific tools available for Subcontract management associated with the terms and conditions of the Subcontract (Award Fee/incentive fee flow downs, supplier assessment/evaluation, Corrective Action Requests, Letters of Concern, etc.)

  • Proficiency in driving programmatic battle rhythm

  • Customer-focused mindset with proven leadership skills and excellent communication skills.

  • Project / Program Management skills (proposal creation, scheduling, budget tracking)

  • Proven ability to deliver effective communication verbally, written, and through well-crafted presentations across all levels of an organization

  • Ability to demonstrate independent creative thinking and problem-solving capabilities

  • Manage multiple projects concurrently in meeting customer requirements/expectations

Salary Range: $156,000 - $234,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
