As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The incumbent serves as a Supervisory Air Traffic Control Specialist within AMA-512A.

Duties

The incumbent is a Terminal Section Manager and leads a team of highly skilled Air Traffic Controllers that are responsible for training delivery and the evaluation of student performance.

Serves as a manager of one of the Terminal Training Sections with overall responsibility for the management and technical direction of the assigned section. These sections support the terminal/tower portion of the National Air Traffic Training Program. These functions are carried out by a highly trained staff of Air Traffic Controllers and contract support personnel.

Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties include: planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; coaching and developing employee capabilities; approving leave; and establishes performance standards. Conducts evaluations of assigned personnel and performs semi and annual performance evaluations of section personnel. Provides guidance and coaching to employees on work and administrative matters, hears and resolves employee complaints referring group grievances and unresolved matters to higher level management. Identifies need for staff training and arranges development and training.

Advises management of resource concerns or situations relative to terminal air traffic training. Directs, coordinates, schedules and evaluates work activities with overall responsibility for section administrative direction. Plans, organizes and assigns work to section personnel. Manages and implements projects assigned by the branch/division manager.

Facilitates Employee Engagement activities for the assigned section. Communicates and reinforces EEO Program policies and programs in all areas of responsibility. Fosters a work environment that promotes Diversity, Equity, Inclusion and Accessibility.

Upon request, supports the service areas in evaluating facility or service area specialized training.

Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.

Work activities impact directly on the program objectives for the organization, LOB/SO and the FAA. The work of this position affects internal and external customers.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least 52 weeks of specialized experience equivalent to the FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes: Experience leading a training team; experience identifying skills and skill deficiencies; experience developing and implementing action plans; experience as an On the Job trainer; experience accurately documenting the results of meetings and discussions.

AND

Quality Ranking Factor (QRF): Well-qualified applicants for this position will have experience as a CPC (or higher in the AT Pay Plan) in professional air traffic control functions in a Terminal Option Field Facility.
