As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
AJT provides safe, secure, and efficient management of the National Airspace System (NAS) and international airspace assigned to U.S. control.
Duties
The incumbent serves as the Deputy Director, Operational Policy and Implementation and Operations Planning and Integration, Air Traffic Operations Headquarters, Air Traffic Services of the ATO. The incumbent integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization. The incumbent manages the work of a large, multi-level organization, typically through subordinate managers. The combined staff consists of approximately 110 specialists, analysts, and managers, including 22 K band managers responsible for facilitating the Operational Policy and Implementation and Operations.
Planning and Integration of NextGen capabilities and emerging technologies into the NAS. They have line authority over subordinate FAA terminal and enroute facilities and operational authority over Federal Contract Towers. They direct air traffic services, high assistance, and systems and facilities. Directs all service area terminal and enroute control operational and technical activities. They manage and lead the highly specialized, multi-layered, geographically dispersed organization.
Provides support to the Director regarding day-to-day operations in applying detailed knowledge to the technical support and coordination for technical operations involving the NAS. Assists the Director in achieving and maximizing operational Air Traffic goals, providing technical support, aiding in strategic planning, facility planning, and integrated consensus building across ATO Service Units. In order to support the Director, the Deputy Director will be attending Director and above executive meetings. Responsible for inter-agency coordination to ensure successful integration and modernization of the NAS to accomplish the vision of the AJT. The Deputy Director applies detailed technical knowledge of NAS systems, equipment, processes, and procedures to serve as the expert and focal point for air traffic issues and initiatives. This work is critical to maintaining safety oversight and directly impacts the safe and efficient operation of the NAS.
Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake.
Applies detailed knowledge of the works technical aspects, including air traffic operations and facility management, to identify operational deficiencies, non-compliance with regulations, and deviations from established policies.
Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across various functions and/or disciplines within a significant subdivision. Guides subordinates, managers, and employees in the Service Center and Regional.
Resolves high-level issues in operational and decision-making meetings to accomplish mission objectives. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs and across various functions and/or disciplines.
Exercises authority over subordinate organizations responsible for developing programs and standards associated with air traffic management. Provides direction given by key staff members in major program areas such as safety, program operations, operations support, and finance and administration.
Implements all national policies, procedures, and practices that apply to air traffic operations. Provides management oversight of NAS maintenance and operations.
