As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
This position is located in Next/Gen/William J. Hughes Technical Center, Aviation Research Division, Aviation Research Division, Fuels and Energy Section, ANG-E283.
Duties
The incumbent works as the Manager, Fuels and Energy Section. The Division develops scientific solutions to current and future air transportation challenges by conducting applied research and development in collaboration with industry, academia, and government to ensure a safe, efficient, and environmentally sound global air transportation system. The Structures and Propulsion Branch is responsible for conducting research primarily on aircraft systems, aircraft components, and airframe structures to support continued airworthiness requirements, catastrophic failure prevention, and safety oversight of new/ emerging technologies (such as additive manufacturing, advance material science, etc.). The Fuels and Energy section is responsible for development of certification methodology for conducting research related to new fuel and energy propulsive technologies.
Incumbent is Supervisory General Engineer responsible for managing work, leading staff, and operating laboratories in support of the Fuels and Energy Section. Serves as technical expert and advisor to branch manager section research and development efforts. Applies broad technical, engineering and policy expertise to conduct research on fuel and energy propulsive technologies. This includes management of the Propulsion and airpOWer Engineering Research (POWER) Laboratory and the Aviation Fuels Research (AFRL) Laboratory. To achieve organizational success: maintains technical rigor across the organization to achieve; ensures the responsiveness of the organization; builds, maintains, and leverages relationships and/or partnerships; and ensures research requirements are conducted on time and within budget and the results are of high quality.
Major duties include:
Responsible for managing work, leading assigned personnel, and operating and maintaining the associated laboratories in support of the organization’s research and development mission. Ensures that the organizations strategic plan, mission, vision and values are communicated to assigned personnel and integrated into project plans, work products, and services. Develops long-range goals and objectives, and sets and adjusts priorities as required. Conducts extensive coordination of staff actions and develops guidance to ensure compliance. Exercises the full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate managers and/or staff. Conducts extensive coordination and integration of work with all elements within the FAA and a large variety of external organizations, including other government agencies, industry, and academia. The research and development nature of the section requires the incumbent to exercise a high level of technical expertise, creativity, and analytical skills to develop solid processes, broad thinking, managerial and leadership competence, as well as strong communication skills.
Applies a broad knowledge of several disciplines (e.g., engineering, computer scientists, etc.) and a wide range of engineering principles, practices, techniques and judgment to unique, key research and development programs. Applies integrative skills and technical functional knowledge to practices and procedures necessary to assess and evaluate research programs, results, outputs, and emerging technologies or drivers from industry, academia, and other services and agencies. Also, evaluates program challenges and risks, and identifies opportunities to collaborate and leverage technologies into existing or planned programs.
Represents the organization at high level meetings with key officials of industry, academia, and other government organizations.
Develops and coordinates international agreements. Represents the organization on boards, panels, and committees.
