The mission of AXI is to defend FAA personnel, missions, systems, facilities, and information from foreign and domestic threats. Duties

This position is located within the Office of Security and Hazardous Materials Safety (ASH). The mission of ASH is to ensure aviation safety, support national security, and promote an efficient airspace system through the development and administration of policies and programs.

The position may be assigned to a geographical location under the purview of the Office of Investigations and Professional Responsibility (AXI).

The incumbent serves as a Division Manager with overall authority and responsibility for the implementation of the Counterintelligence (CI) Operations Division. The incumbent manages the work of various national programs: Counterintelligence, Insider Risk, International Security, and General Threat Management. The incumbent manages and leads the Division with authority and responsibility for its operational and administrative direction. Typical duties include, but are not limited to the following:

Applies advanced knowledge of leadership, budget, human resources, and other administrative policies to accomplish program objectives. Exercises the full range of leadership and managerial duties, including strategic planning, resource allocation, establishing priorities, communicating the organizations and agencys vision and strategic goals and objectives, assigning work and providing guidance and instructions, monitoring and evaluating performance and communicating expectations, coaching and developing staff members, approving leave, recommending personnel actions, and taking or approving corrective and disciplinary actions as appropriate.

Applies technical knowledge of CI and Human Intelligence (HUMINT) procedures, concepts, principles, and practices to review, analyze, prioritize, and effectively manage national-level activities that support multiple agency stakeholders and organizations, spanning multiple geographical areas in direct support of FAA objectives.

Provides oversight, support, and operational management of the FAA Counterintelligence, Insider Risk, Foreign Travel Security/Personnel Recovery, and General Threat programs.

Evaluate and approve reports and other deliverables provided by the Division and work with FAA and external stakeholders to remediate any identified vulnerabilities and deficiencies. Liaison and engagement with the Intelligence Community (both Title 50 and non-Title 50), Law Enforcement, and foreign partners. Oversees and manages the development of threat analysis and effective mitigation strategies designed to protect FAA personnel, missions, systems, facilities, and information from foreign and domestic threats.

Maintains a technical understanding of technologies used by the Branches, evaluates how the Division utilizes technologies, and works with appropriate stakeholders to remediate deficiencies. Reviews and approves/disapproves proposed changes to rule sets, signature sets, software versions, configurations, and other characteristics that might impact the way the technology is used.

Serves as an authoritative source of information and expertise to the Deputy Director on a myriad of Counterintelligence, Insider Risk, Foreign Travel Security/Personnel Recovery, General Threat, HUMINT, and inter-agency operations subject matter issues affecting managers and employees for more than one organizational unit, project, and program. Confers regularly with the Deputy Director and other Division Managers to provide status reports ensuring higher-level authorities have adequate information from a historical perspective as well as current data for decision-making.

Resolves most problems independently but consults with the Deputy Director when existing guidelines are not available or applicable to unusual or complex situations. Work performance is reviewed periodically by the Deputy Director through status reports and organizational performance measures to ensure timeliness, policy compliance, and alignment with project and program objectives.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS 14. Specialized experience is experience that has equipped you with the particular knowledge, skill, and abilities to perform successfully the duties of the position.

Experience includes: Experience leading various investigative procedures, concepts, and principles in the conduct of Counterintelligence (CI) and Human Intelligence (HUMINT), Insider Risk, International Travel Security, General Threat Assessments, inter-agency operations and liaison, inquiries, and evaluation of information and implementation of mitigation strategies.
