Job Description:

Serves as the Building Services (Team Lead) for the Facilities Operations Branch, APM-110. The incumbent leads a team to support a comprehensive facilities program and related customer support activities that provide services to occupants of buildings owned or leased by the FAA HQ, the Department of Transportation (DOT), or other Federal entities.

Duties

Leads a team composed of Building Services Specialist(s), support staff, contractors, and performs varying assignments under minimal direction of a manager. The employee is responsible to their supervisors or managers for assuring that the work of their assigned team is carried out by performing a range of coordinating and supportive duties and responsibilities. The Team Lead utilizes a variety of coordinating, coaching, facilitating, consensus-building and planning techniques. Ensures that the organizations strategic plan, mission, vision, and values are communicated to the team and integrated into the teams strategies, goals, objectives, work plans, and work products and services. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisors instructions on work priorities, methods, deadlines, and quality have been met. Serves as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

Serves as subject matter expert, leading facilities programs/projects in accordance with governing policies and regulations including NCR building maintenance project management, transit benefits services, driver services, fleet and shuttle services, coordinates with APM-300 on move services and construction code compliancy, customer service desk, parking services, building maintenance and repairs, property disposition and excess, and performs these assignments under minimal direction.

Coordinates with General Services Administration (GSA) personnel on GSA and FAA funded repair projects, repairs, and studies. Acts as the Facility Security Coordinator (FSC) as delegated in writing by the Director of APM in accordance with the FAA Facility Security Management Program Order 1600.69. The FSC serves as the headquarters security representative for a variety of operational security functions including but not limited to intelligence Information receipt and distribution, design, analysis and administration of operational security systems analysis of data, conducting periodic audits, preparation of reports, development and conduction of training, monitoring Access Systems, CCTV, and Visitor Notification programs, administration of guard contracts, and liaison with law enforcement officials for a myriad of activities Including court ordered process servers, Orders of Protection as applicable under law, and facilitating OPM/IG Investigations and enforcement.

Provides expert level of service functions to occupants of both Federal owned buildings and commercially leased space with adequate facilities in which to conduct agency business and meet the level and kind of building services specified in leases, agreements, and other documents.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Defines and develops building service-related standard operating procedures and policies that are in compliance with FAA policies, government-wide rules and regulations, and industry best practices.

Works In a team environment to support maintenance of International Organization for Standardization (ISO) certification through internal and external audits.
