Job Description:

This position is within the FAA, Aviation Safety (AVS), Office of Aerospace Medicine (AAM), Regional Aerospace Medicine Division Offices.

Duties

The Deputy Senior Regional Flight Surgeon (SRFS) assists the Senior Regional Flight Surgeon (SRFS) in the oversight of the daily operations of the nine (9) Regional Aerospace Medicine Division Offices including the Senior Regional Flight Surgeons staff office, the Virtual Hiring Team (VHT) and the Regional Augmentation Team (RAT). Assists in leading a staff of approximately 150 employees, including Front-Line and Middle managers; represents the SRFS, the Federal Air Surgeon (FAS) and/or the Deputy Federal Air Surgeon (DFAS) on all aeromedical matters and communicates with high level executives within AVS and across other FAA lines of business and staff offices, DOT, airmen, ATCS, the flying public, and representatives of the aviation industry, Congress and other government agencies to resolve significant or controversial issues affecting aviation safety. The Deputy SRFS acts as the SRFS in their absence.

A medical authority who provides expert advice and technical knowledge to the regional staff; reviews medical records to give aeromedical certification decisions; independently makes medical certification decisions following AAM established procedures and orders; conducts daily management and executive direction of regional programs and activities including Airman Medical Certification, Air Traffic Control Specialist (ATCS) Health, ATCS Applicant Medical Clearance, Aviation Medical Examiner (AME) Designee Management, Aviation Medical Examiner (AME) Surveillance and Internal Substance Abuse (ISAP). Assures medical certifications are only issued to medically qualified airmen, ATCS and ATCS applicant physical exams meet program requirements, an appropriate number of qualified physicians are selected, designated and trained as AMEs to conduct FAA medical examinations of civil airmen, AME site visits and quality assurance reviews are conducted and all phases of the DOT drug and alcohol testing program, including pre-employment/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing are coordinated.

Serves as a key advisor to the DFAS/FAS and is responsible for areas essential to the mission of Aviation Safety and AAM’s core business. Continually improves the efficiency and effectiveness of FAA Regional Aerospace Medicine programs and Aerospace Medicine policy, ensuring matters brought to the attention of the DFAS/FAS fully address the issues involved, and are properly staffed, coordinated, and executed.

Represents the SRFS, manages, directs, and evaluates the programs within the regions, initiating action to correct deficiencies. Provides leadership, program definitions and plans, program emphasis, goals and objectives, and the most effective methods of carrying out the progress of the office. Clarifies regional policy directives or establishes interim policy guidance pending clarification when asked by the RFS.

Assures technical adequacy of regional program standards, policies and operations. Performs other quality management functions to monitor and decrease errors. Assists the SRFS in overseeing implementation of the Quality Management System (QMS) and the Safety Management System (SMS), critical tools within AVS and FAA for the Regional Medical Division Offices; conducts periodic site visits to field offices and facilities to advise and assist on medical matters.

Conducts and participates in medical education programs for airmen and agency employees and supports selected aerospace medicine research and medical standards validation efforts.

Develops and communicates regional program strategies and conducts long-range planning for implementing medical programs across all regions. Assures that employees can effectively contribute to the accomplishment of AAM and FAA goals and objectives.

Serve as a standing member of the Federal Air Surgeon (FAS) Executive Leadership team.

Qualifications

BASIC REQUIREMENTS:

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. (copy of licensure must be uploaded)

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) (external link).

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME) (external link).

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital, or an institution accredited in the United States for such training.

EXPERIENCE: All successful applicants must have five (5) years of graduate training in the specialty of the position to be filled or equivalent experience and training that has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of the position and is typically in or related to the position being filled.
