Duties

The incumbent applies experience and advanced knowledge applicable to realty to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. The incumbent may serve as a warranted Real Estate Contracting Officer (RECO) with a specified dollar amount of delegated signature authority. The incumbent may exercise signature authority for other actions, such as interdepartmental agreements with other U.S. government agencies or with state or local governments. Has contact with a wide variety of personnel both within and external to the organization. Demonstrates considerable independence in planning time and helping the manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources, as needed.

Typical assignments may include: Provides guidance to less-experienced professionals. Personally or through team: Reviews real property acquisition requests to determine validity and adequacy, by assisting customers in defining requirements, drafting or revising specifications, exploring options for lease or purchase, and otherwise correcting deficiencies in acquisition requests; Conducts feasibility studies, market analyses, and uses appraisal documents to determine fair market value of desired properties and; Acquires title searches, researches environmental issues, and performs similar reviews to advise customers on concerns and alternatives.

Acquires real property: Prepares acquisition plan to include determining acquisition strategy; Uses direct purchase, condemnation, like exchange, interdepartmental transfer, interdepartmental agreement, donation, and/or lease; Conducts and gathers market survey information; Obtains and reviews appraisal for purchase by contracted appraiser; Exercises RECO warranted signature authority to negotiate and award real property acquisition leases, contracts and agreements on behalf of Federal Aviation Administration and the U.S. government.

Manages real property: Negotiates and awards utilities contracts for electricity, gas, water, and sewer service and resolves utility issues; Reviews real property inventory to identify excess property, alternative uses, required maintenance, and similar issues and may enter information on real property inventory into systems of record; Exercises RECO warranted signature authority to approve changes and modifications to lease or purchase contracts; May dispose of real property; Negotiates, prepares, and signs Out-Grants to lease or to give easements on U.S. government real property in exchange for revenue.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee. Responsibilities may include: Provides expertise in real property acquisition advice, guidance and recommendation to the Regional Office management and program managers.

Prepares responses to inquiries and assists management or senior specialists in responding to complex inquiries including Congressional and Freedom of Information Act (FOIA) requests, protests, claims against the U.S. government, and similar inquiries. Resolves most problems and work issues without the assistance of a manager. Develops and recommends approaches to address current and anticipated problems and issues. Works with management to solve problems.

The ideal candidate will have experience in managing a wide range of large scale, complex, and/or high visibility real estate transactions for commercial office space by researching, interpreting, and applying knowledge of real estate laws, regulations, and practices.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS- 10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience in negotiating, preparing and acquiring an interest in land using aerial easements, right-of-entry, condemnations or other On-Airport agreements for the National Air Space for systems and equipment that must be sited such as for Weather Facilities, Surveillance Systems Facilities, Navaids, and Air Traffic Control Services. Experience in reviewing various types of maps, surveys, title reports and appraisals utilizing Acquisition Management System (AMS) policy for technical guidance. Possessing experience in consulting or negotiating with state, county and city officials, Airport management, and other Federal Government agencies.
