PRIMARY FUNCTION
Acts as the overall lead, manager and administrator for the contracted effort.  Serves as the primary interface and point of contact with Government program authorities on technical and program/project issues.  Oversees contractor execution of the contract requirements.  Manages acquisition and employment of program/project resources. The Program Manager shall serve as the on-site general manager for the Contractor and is considered Key Personnel. The Program Manager shall be an employee of the prime Contractor.
  
ESSENTIAL FUNCTIONS

•    Experience with aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability. 
•    Experience in initiating and maintaining technical direction within broad program objectives directly related to aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability.
•    The Program Manager shall have demonstrated knowledge and working experience in military aircraft maintenance organizations governed under CNAFINST 4790.2 (series). 
•    The Program Manager shall be experienced in all aspects of safety, documentation, HAZMAT, training/licenses/certifications, scheduling, production control and management. 
•    The Program Manager shall perform all management actions associated with his/her employees to include investigations and reports arising from any quality defect notices issued against Contractor employees.  
•    The Program Manager shall be well experienced in supervising, hiring, firing, training, planning, scheduling, controlling projects and managing personnel. 
•    His/her experience must include a functional knowledge of industrial operations and processes inherent to aircraft and component overhaul, repair and/or manufacturing at a depot maintenance level. 
•    Experience with aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability.
•    Experience in initiating and maintaining technical direction within broad program objectives directly related to aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability.  

SUPERVISORY RESPONSIBILITIES
Manages and evaluates subordinate Managers and Support personnel. Sets daily workloads and manages employee time effectively. Overall responsible for task completion, task order compliance or overall contract success as applicable.


KNOWLEDGE, SKILLS, & ABILITIES
•    Knowledgeable of acquisition policies and procedures. 
•    Demonstrated knowledge of and experience with the requirements of the DOD 5000 series.
•    Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management.
•    Ability to understand, interpret, and analyze financial and contractual documents ledgers, purchase order reports, invoices, revenue worksheets, non-labor reports, PSRs, labor reports, aging report, General Ledger, Timesheet History Report, Billing History, and procedure manuals. 
•    Manage Tasks Orders within Budget and Time constraints.
•    Ability to generate routine reports and correspondence.
•    Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. 
•    Ability to apply concepts of basic algebra and geometry.
•    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. 
•    Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Requires the use of judgment to plan, perform; general decisions are made to solve a problem or select a course of action for a standard or recognized method of operation.

Job Requirements:
QUALIFICATIONS: 

At least ten (10) years of professional experience in the Defense Acquisition field, with three (3) of those years being experience in support of Navy Acquisition management.
Education: MS or MA degree is preferred. Bachelor’s Degree plus 4 years’ additional work experience may be substituted for a Master’s.
