PRIMARY FUNCTION
The Quality Engineering Manager is responsible for realizing, the company’s QMS, supervising personnel in performing Quality Engineering activities across multiple functional areas. Quality Engineering Manager will lead team in ensuring effective resolution of nonconforming product, timely systemic analysis and corrective action, execution of AS9102 First Article audits, and effective continuous improvement of the organization. Quality Engineering Manager is responsible for work in accordance with established specifications, applicable standards of quality.  This position reports to the Sr. Manager of Quality.
 
ESSENTIAL FUNCTIONS
•    Oversee the daily operations of personnel to include timekeeping and performance.
•    Effective coaching and professional development of quality engineering team members. Regularly updates training needs and establishes a program to maintain the skills of the team current, relevant, and effective.
•    Ensure that personnel have all items necessary to accomplish their assigned task.
•    Experience in managing engineering in areas of electronic, machining, structures, composites, finishing, assembly, and testing environment.
•    Manage approval and customer audits of AS9102 First Article Inspection and customer FAI Audits.
•    Utilize statistical process controls and data analysis to perform:
Defect trend analysis and RCCA.
Production trending for rework and holds.
NCR failure analysis.
Scrap and Use-As-Is (UAI) summary reporting.
•    Provide accurate weekly/monthly status reporting, metrics, and other contractual obligations to meet project performance requirements and customer expectations
•    Responsible for the implementation and maintenance of quality requirements in the manufacturing/repair/testing process
•    Ensure compliance with all safety, environmental and quality practices and procedures as outlined in organizational/departmental guidelines and SOPs as well as applicable federal, state, and local regulations
•    Executes and develops changes in methods, sampling techniques and control procedures and processes to ensure maximum quality to customer
•    Integrated Program Management Review (IPMR) and Quality Management Review (QMR) data preparation and review.
•    Carries out audits and supports audits
•    Provides professional interface with customer and/or government personnel
•    Develops briefings for management, actively participates in business and strategic planning when needed
•    Position requires maintaining an active secret clearance
•    Other duties as assigned
 
SUPERVISORY RESPONSIBILITIES
•    Mentor and coach engineers assigned to the department, facilitating, and assisting in their growth within company.  Establish goals, objectives, and measures to drive continuous improvement of the QE operations.
•    Possess leadership skills and communications skills in recruiting and team building.
•    Monitor attendance, timecard functions, performance appraisal, goal setting and immediate performance correction when necessary including terminations with due process.
•    Support meetings, schedules, review situations and provide solutions to team and to managers
•    Estimate budgets, perform basis of estimates.
•    Tracking budgets, forecast capital equipment and tools requirements.
•    Interface with other managers and support overall company objectives with respect to quality, safety & customer satisfaction.
Job Requirements:
KNOWLEDGE, SKILLS, & ABILITIES:
 
•    Must be able to analyze program risk and develop mitigation strategies.
•    Ability to read and interpret documents such as technical drawings, maintenance work orders, production documentation and procedure manuals.
•    Must have mathematical aptitude for performing data calculations. Working knowledge and experience with Deltek ERP tools, Microsoft tools, and statistical analysis.
•    Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with external contacts such as customers, vendors, suppliers, shipping companies, etc. Must represent Yulista in a professional manner always.
•    Must be trustworthy – will handle confidential information routinely
•    Must possess effective communication skills to clearly communicate information to others.
•    Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc.
•    Strong professional customer service skills, including active listening, prompt service and follow-up.
•    Strong decision analysis and problem-solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management.
•    Ability to learn and understand corporate policies and procedures and how they relate to Yulista’s goals.
•    High degree of self-motivation and the ability to work independently and multi-task
 
QUALIFICATIONS:
•    This position requires an advanced degree with six (6) years’ experience, or a bachelor's degree with eight (8) years’ experience in a technical field.
•    Must be able to obtain and maintain a Government Security Clearance
•    AS9100/9110 experience required with practical application of ISO/AS/FAA certification process preferred.
•    Knowledge of commonly used concepts, practices, and procedures within the field required
•    Must be able to travel to Customers or Suppliers location
•    LEAN/Six Sigma experience with Green or Black Belt qualification strongly preferred.
•    ASQ Quality Engineer or Manager preferred
